Title

Nominate one member of the Board of Supervisors to serve on the California State Association of Counties (CSAC) Board of Directors, and one member of the Board of Supervisors to serve as alternate, for a one-year term of office commencing on December 1, 2025.

Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                      Appoint one member of the Board of Supervisors to serve on the California State Associations (CSAC) Board of Directors, and one member of the Board of Supervisors to serve as an alternate, for a one-year term of office commencing on December 1, 2025; and,

b.                     Direct staff to update the Board, Committees, and Commissions appointments list accordingly.

 

SUMMARY:

The County of Monterey (County) is a member of CSAC.  Each year, member counties are asked to provide confirmation of a delegate and alternate to serve on the CSAC Board of Directors.  The Board of Supervisors (Board) must appoint one supervisor to serve as a member and one supervisor to serve as alternate to the CSAC Board of Directors, prior to its first meeting on December 1, 2025.

 

DISCUSSION:

Under the provisions of the CSAC Constitution, members of the Board of Directors and alternates are nominated by their respective boards of supervisors and appointed by the CSAC Executive Committee to one-year terms of office commencing with the first day of the CSAC Annual Conference. The 2025 CSAC Annual Conference will begin on December 1, 2025. Any member of the Board of Supervisors is eligible to serve on the CSAC Board of Directors. The County is currently represented on the CSAC Board of Directors by Supervisor Alejo, with Supervisor Askew serving as alternate. Supervisor Alejo is the current Second Vice President of the CSAC Board of Directors and also serves on the CSAC Executive Committee.

 

The new Board of Directors will meet during the annual conference, first by caucus (urban, suburban, and rural) to nominate CSAC Officers and Executive Committee members, and again as a full Board to elect the 2025-2026 Executive Committee and to conduct other Association business. Please note that under the CSAC Constitution, Executive Committee members are elected from the membership of the Board of Directors. 

 

Per the County Board of Supervisors Legislative Program, Section (I) (f) of Policies Governing Legislative Activities, adopted by the Board on January 6, 2021:

 

Representation on State and Federal County Advocacy Organizations. The Board of Supervisors shall nominate Board members to represent Monterey County as director and alternate to the California State Association of Counties (CSAC) and Rural County Representatives of California (RCRC) Board of Directors. As the County representative the director or alternate shall render votes consistent with the Legislative Program or subsequent majority action by the Board of Supervisors.

                     

Following the Board’s appointment of a member and alternate, the County Administrative Office will notify CSAC and update the Board, Committees, and Commissions appointments list accordingly.

 

OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:

The County Administrative Office prepared this report with information provided by CSAC.

 

FINANCING:

There are no financial impacts to the General Fund resulting from the Board receiving this report. Costs related to the operation of various boards, committees and commissions are funded in the appropriate departmental budget related to their operations.
