RECOMMENDATION:
It is recommended that the Budget Committee:
Support the request to designate and authorize the Emergency Services Manager to execute a Memorandum of Understanding between the County of Monterey and the City of Salinas for one (1) Emergency Services Planner (41G01).
SUMMARY:
The Office of Emergency Services (OES) is seeking authorization to execute an Agreement between the City of Salinas and the County of Monterey as a necessary step in order for the County to recoup compensation for services provided to the City of Salinas.
DISCUSSION:
The City of Salinas has entered into an MOU with the County of Monterey, specifically, the Office of Emergency Services to perform its emergency management needs including accessing the County’s EOC, if necessary. In exchange, the City of Salinas will compensate the County of Monterey the cost of adding a full time Emergency Services Planner’s salary and benefits. The is an additional position that will be included in the FY2019-20 Recommended Budget.
OTHER AGENCY INVOLVEMENT:
County Counsel has approved the Agreement as to legal form and the Auditor-Controller has reviewed as to fiscal provisions. City of Salinas has also approved the MOU in totality.
FINANCING:
The additional revenues were provided by City of Salinas and will be included in the FY 2019-20 Recommended Budget.
