RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve a Professional Services Agreement with Harris & Associates, Inc. to provide construction management and inspection services for the Davis Road Class II Bikeway Project (Request for Proposals #10469), in an amount not to exceed $115,417 for a term to July 22, 2015; and
b. Authorize the Contracts/Purchasing Officer to execute the Professional Services Agreement and up to three (3) future amendments that do not significantly alter the scope of work or change the approved Agreement amounts.
SUMMARY/DISCUSSION:
Retention of a consulting firm is necessary to assist the Resource Management Agency (RMA) - Public Works in managing the Davis Road Class II Bikeway Project.
In accordance with County policies and State laws, the County solicited Request for Proposals (RFP) #10469 through a competitive selection process. Harris & Associates, Inc. was selected for their expertise and capabilities necessary to provide construction management and inspection services for the Davis Road Class II Bikeway Project under a Professional Services Agreement (PSA) for an amount not to exceed $115,417 and a term to July 22, 2015. Additionally, Harris & Associates, Inc. will also provide and coordinate the materials testing necessary for materials acceptance and quality assurance for the Project.
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel and Auditor-Controller have reviewed and approved the PSA as to form and legality, and fiscal provisions, respectively.
FINANCING:
There is no impact to the General Fund. The total estimated cost of the Project, including engineering, environmental and construction, is $1,435,599. The project is fully funded by a Transportation Enhancement Grant. This Project was included in the FY 2014-15 Adopted Budget and there are sufficient appropriations in the construction 002-3000-8195-RMA014 budget to cover this agreement.
