b. Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute Amendment No. 1 to Professional Services Agreement No. A-12891 and one (1) future amendment to the Agreement where the amendment does not significantly alter the scope of work or change the approved Agreement amount.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve Amendment No. 1 to Professional Services Agreement No. A-12891 with Quincy Engineering, Inc. to continue to provide services associated with on-call bridge design services for bridge projects over $100,000, Request for Qualifications #10490, to increase the not to exceed amount by $300,000 for a total amount not to exceed $800,000 and extend the expiration date for one (1) additional year, for a revised term from August 1, 2015 to July 31, 2019; and
b. Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute Amendment No. 1 to Professional Services Agreement No. A-12891 and one (1) future amendment to the Agreement where the amendment does not significantly alter the scope of work or change the approved Agreement amount.
SUMMARY:
Over the last five (5) years, the County of Monterey’s Resource Management Agency (RMA) has established several on-call agreements by prequalifying professional firms in specialized fields. The purpose of having on-call consultants is to expedite the procurement process when needing specialized expertise from a professional firm when County staff lacks the expertise or when the volume of work exceeds RMA’s capacity. These on-call agreements are utilized across the RMA, and at times used by other County Departments, for specialized expertise in bridge projects.
On July 28, 2015, the Board of Supervisors (BOS) approved Professional Services Agreements (PSAs) with three (3) consultants: Quincy Engineering, Inc. (hereinafter, “Quincy”) (PSA No. A-12891); Moffatt & Nichol (PSA No. A-12890); and Wood Rodgers (PSA No. A-12892) to provide on-call bridge design services for bridge projects over $100,000 (hereinafter, “services”). Each PSA was for an amount not to exceed $500,000, for a combined total of $1,500,000, for a period of three (3) years, beginning August 1, 2015 to July 31, 2018, with the option to extend each PSA for two (2) additional one (1) year period(s).
These consultants were selected for their expertise and capabilities necessary to provide these services through a competitive selection process in accordance with County policies and State laws under Request for Qualifications (RFQ) #10490.
DISCUSSION:
RMA has identified a need for Quincy to continue to provide on-call bridge design services for bridge projects. The PSA with Quincy is reaching its original not to exceed amount threshold of $500,000, and must be increased to allow work to continue. Amendment No. 1 to PSA No. A-12891 with Quincy will increase the not to exceed amount of $500,000 by $300,000 for a total amount not to exceed $800,000, and extend the expiration date from July 31, 2018 for one (1) additional year through July 31, 2019, for a revised term from August 1, 2015 to July 31, 2019.
Amendment No. 1 also includes revisions to Exhibit 1 - Federal Provisions to comply with Caltrans latest guidelines.
Attachment C provides a summary of the PSA to date. Attachment D provides a summary of the PSA annual expenditures and balance.
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel-Risk Management and Auditor-Controller’s Office have reviewed and approved Amendment No. 1 as to form and legality, and fiscal provisions, respectively.
FINANCING:
Services provided by Quincy will be reimbursed from the respective funding source of each project. Costs associated with services provided by Quincy and funding will be contained within the approved budget allocations of the individual departments authorizing the use of services under the PSA. For the RMA, funding is either within the approved budget allocations for a specific operating unit or contained within the Board of Supervisors approved project budget within Fund 002 Road Fund, Fund 401 Facilities Maintenance Projects, Fund 402 Capital Projects, or Fund 404 Facility Master Plan Projects.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
The recommended action supports the Board of Supervisors Strategic Initiatives for Infrastructure, “Meeting our Facilities, Water, Technology and Transportation Needs” and Public Safety, “Creating Safe Communities”. The on-call services will be used to provide bridge design services for projects that improve the quality of life for County residents.
