RECOMMENDATION:
It is recommended that the Board of Supervisors adopt a Resolution:
 
a. Accepting the Certificate of Completion for the implementation of Addendum No. 3 to provide implementation of additional energy efficiency measures described generally as Mechanical Systems Controls Marina Coastal Office, Project No. 8550, performed by Honeywell International, Inc.; and
 
b. Authorizing the Director of Public Works to execute and record the Notice of Completion for the Addendum No. 3 Additional Energy Efficiency Measures work, Project No. 8550, performed by Honeywell International, Inc.  
 
SUMMARY/DISCUSSION:
On June 24, 2011, pursuant to an Energy Efficiency and Conservation Block Grant (EECBG) award, the County entered into an agreement with Honeywell International, Inc. (Honeywell) to complete Investment Grade Audits (IGA) at fourteen County facilities.  The IGA was completed in October 2011.  On December 6, 2011, the Board of Supervisors approved Addendum No. 1 to the Agreement with Honeywell to perform Energy Efficiency Measures (EEM) at selected County facilities.  Addendum No. 2 was subsequently issued to perform additional EEM recommended in the Phase 1 IGA.  Work was completed on schedule and within budget.  On March 26, 2013, the Board of Supervisors accepted the Certificate of Completion for construction of the Investment Grade Audits and Energy Efficiency Measures, Project No. 8550, performed by Honeywell, for a total Agreement value of $1,041,277.
 
In April 2013, final accounting for the six activities funded under EECBG identified remaining grant funds and energy rebates.  The Department of Energy (DOE) granted an extension of time to the County to develop a scope of work to expend remaining grant funds in the amount of $71,991.06.  Per the DOE extension, all work was required to be completed by September 30, 2013, with final payments and closeout accomplished by December 27, 2013.  On June 25, 2013, the Board approved Addendum No. 3 of the Honeywell agreement, which provided for additional EEM, including the addition of building controls to the existing mechanical system at the County's Marina Coastal Office.  These controls allow for remote fine tuning of the economizer system and boiler operation for greater system efficiency with an expected reduction in greenhouse gas emissions estimated at 12,233 pounds per year.  Honeywell completed installation of this final phase of EEM on September 30, 2013.  Work was completed on schedule and within budget.  
 
Addendum No. 3 contract work is now complete in all respects in accordance with the Plans and Special Provisions.  The work is ready to be accepted by the Board of Supervisors.
 
OTHER AGENCY INVOLVEMENT:
As the granting agency, Department of Energy was actively involved in the development of the project.  The Office of the County Counsel and Auditor-Controller reviewed and approved the Renewal and Addendum No. 3 of the Agreement with Honeywell as to form and legality and fiscal terms, respectively.  
 
FINANCING:
There is no impact to the General Fund.  The Renewal and Addendum No. 3 renewed and amended the Agreement in the amount of $79,192, for a total contract amount not to exceed $1,120,469.  The EECBG Program funding balance, in the amount of $71,991.06, as well as energy rebate revenue, in the amount of $37,399, provide sufficient funds to cover all costs to complete the additional EEM, including design, project management, and implementation.  The estimated annual operations and maintenance cost of $2,000 will be funded within the Resource Management Agency-Public Works Facilities' annual operating budget.
