d.                     Authorize the CAO or the ACAO’s designee to apply for, execute memoranda, amendments or agreements, and administer documents to secure, receive, and distribute further funding from Cal OES for the grant period through December 31, 2021.

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Authorize the County Administrative Office, Office of Community Engagement and Strategic Advocacy (“CAO OCESA”) request for Board of Supervisors authority to accept a grant augmentation (Subaward XC20 03 0270, Cal OES ID 053-00000), in the amount of $245,234, awarded by the California Governor’s Office of Emergency Services (Cal OES), , for the provision of direct services to victims of crime in Monterey County, for a total grant award of $1,364,463 and extending the grant period to December 31, 2021 for a revised grant period July 1, 2016 through December 31, 2021; and

SUMMARY/DISCUSSION:

The Monterey County Administrative Office, Community Engagement and Strategic Advocacy (OCESA) seeks to amend the Fiscal Year 2020-21 Adopted Budget to increase appropriations and revenues by $122,617 and the Fiscal Year 2021-22 Recommended Budget by $122,617, financed by a grant award augmentation in the amount of $245,234, from California Governor’s Office of Emergency Services (Cal OES) Victim of Crime Act (VOCA) County Victim Services Program to provide direct services to victims of crime in Monterey County. 

 

Acceptance of Cal OES VOCA XC20 Award will afford the provision of direct services to victims of crime and the training and education of services providers in Monterey County, addressing disparities that affect the health and wellbeing of vulnerable populations.

 

Cal OES VOCA initially awarded OCESA a two-year grant of $508,500, effective July 1, 2016 to provide crisis intervention, counseling and legal advocacy services to victims of crimes in Monterey County. Cal OES VOCA awarded an augmentation of $369,366 extending the grant period to December 31, 2019. Cal OES VOCA awarded an augmentation of $244,363 extending the grant period to December 31, 2020.

 

The funding augmentation of $245,234 extends the grant period to December 31, 2021 and sustains the cost of direct services, referral and case management, training and education services conducted, in partnership with OCESA, by both internal and external community partners within Monterey County. The community partners are the Monterey County Probation Department, Health Department for SART (Sexual Assault Response Team), District Attorney’s Office Victim Witness Program, Seaside Police Department, Greenfield Police Department, CASA of Monterey County, Monterey County Rape Crisis Center, and YWCA of Monterey County. Inter-agency agreements with the County departments and standard agreements with all other partners are attached. With the award augmentation of $245,234, the grant period of these operational agreements will be extended to December 31, 2021.

 

The $245,234 grant augmentation will be allocated as follows:

§                     Monterey County Probation Department: $36,875

§                     Health Department for SART (Sexual Assault Response Team): $4,904

§                     District Attorney’s Office Victim Witness Program:                     $14,714

§                     Seaside Police Department: $14,693

§                     Greenfield Police Department: $29,428

§                     CASA of Monterey County: $51,499

§                     YWCA of Monterey County: $68,666

§                     Monterey County Rape Crisis Center: $9,811

§                     CAO/OCESA: $14,623

Total: $245,234

 

OCESA is the lead agency for this grant and is responsible for administering and complying with reporting requirements. Grant management and support by OCESA staff is also funded by this grant in the amount of $14,623.  CASA of Monterey County will provide an in-kind match requirement as set forth in their MOU with the County, in the amount of $61,308, for salaries, training and administrative costs associated with the CASA program. Grant funds are dispersed by Cal OES and in turn the County, on a reimbursement basis.  

 

It should be noted that county departments are also beneficiaries of the grant funding in the amount of $54,943 of the total grant augmentation.  OCESA, as part of the CAO’s Office, has entered into MOU’s with the Monterey County Probation Department, the District Attorney’s Office - Victim Services Program and the Monterey County Health Department, so that these departments can also take part in the grant funding for their department’s victim services programs.  Since Interdepartmental Memorandums of Understanding (MOUs) between county departments do not require Board of Supervisor’s approval, these were not brought before the Board, but their existence is noted.

 

This is a request that the Board of Supervisors accept the grant award augmentation in the amount of $245,234.

 

OTHER AGENCY INVOLVEMENT:

This recommendation was presented to the Budget Committee on April 28, 2021. The Office of the County Counsel has reviewed and approved Cal OES VOCA XC20 grant Terms and Conditions of the Grant Agreement as to form.

 

FINANCING:

The grant will provide financing for direct services to victims of crimes, training and education of volunteers and service providers.   The Cal OES VOCA XC20 in the amount of $245,234 is a one-year grant extension (January 1 - December 31, 2021) with an  in-kind match requirement of $61,308 provided by  CASA of Monterey County  as set forth in their MOU with the County, in the amount of $61,308, for salaries, training and administrative costs associated with the CASA program, dispersed among the partnering service providers as outlined in the approved budget included in the enclosed Attachment A Cal OES VOCA XC20 Grant Sub award Amendment. Any funds received in excess of current needs, approved amounts, or those found owed as a result of a close-out audit, must be refunded to the State within 30 days upon receipt of an invoice from Cal OES. 

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

Acceptance of Cal OES VOCA XC20 Grant Award augmentation will afford the provision of direct services to victims of crime and the training and education of services providers in Monterey County, addressing disparities that affect the health and wellbeing of vulnerable populations.
