RECOMMENDATION:
It is recommended that the Board of Supervisors acting as County Service Area No. 75- Chualar:
a. Adopt Plans and Special Provisions for the Chualar Sanitary Sewer Rehabilitation, Project No. 093-45, Bid No. 10479; and
b. Adopt Plans and Special Provisions for the Chualar Monitoring Well Replacement, Project No. 093-46, Bid No. 10480; and
c. Authorize the Director of Public Works to advertise the "Notice to Contractors" for the projects in the Monterey County Weekly.
 
SUMMARY/DISCUSSION:
Staff is seeking adoption of Plans and Special Provisions and authorization to proceed with the advertising for the Chualar Sanitary Sewer Rehabilitation, Project No. 093-45, Bid No. 10479 and the Chualar Monitoring Well Replacement, Project No. 093-46, Bid No. 10480.  The bid openings are set for April 14, 2014, at 10:00 a.m. in the RMA-Public Works' Conference Room 2060, Monterey County Government Center, 168 West Alisal Street 2nd Floor, Salinas, California 93901.  The "Notice to Contractors"  for the projects will be duly advertised in the Monterey County Weekly.
 
The Chualar Sanitary Sewer Rehabilitation project scope for the Base Bid, in general, consists of:  replacement of valves in discharge and interconnect pipelines at the wastewater treatment facilities, as well as replacement of the wet well cover and installation of Owner-supplied generator at the pump station.  The Scope for Additive Alternate 1 consists of the removal of existing discharge valves.  The lowest responsible and responsive bidder will be determined by the Base Bid. The Engineer's Estimate is $80,000 for construction of the Project.  Work is anticipated to begin in May 2014, with completion by June 2014.
 
The Chualar Monitoring Well Replacement project scope for the Base Bid, in general, consists of the installation of one monitoring well.  The lowest responsible and responsive bidder will be determined by the Base Bid.  The Engineer's Estimate is $20,000 for construction of the Project.  Work is anticipated to begin in FY15.
 
In order to receive full funding of the Community Development Block Grant (CDBG) in subsequent years, the majority of CDBG funding must be spent within the same fiscal year.  The projects have been split to acknowledge the specialized nature of the monitoring well project, and the long industry-wide delay in delivery of well services.  The generator purchase is being handled separately.
 
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel, Auditor-Controller, and Risk Management have reviewed and approved the Special Provisions as to form and legality, fiscal terms, and insurance provisions, respectively.   Due to the late submission of this Board Report, the CAO Budget and Analysis Division was not provided adequate time to fully review for potential fiscal, organizational policy, or other implications to the County of Monterey.
 
FINANCING:
There is no impact to the General Fund.  In November 2012, the County of Monterey received notification of Urban County Status for entitlement purposes by the U. S. Department of Housing and Urban Development (HUD) for participation in the Community Block Grant Program for Fiscal Years (FY) 2013-2015.  On March 19, 2013, the Board was presented with a list of recom-mended project allocations of which this project was included with a funding request of $200,000.  Sufficient funds have been appropriated in FY 2013-14 within the Economic Development Department Fund 013-1070-8200 for this project, as well as in the FY 2014-15 Baseline Budget Request for the project costs anticipated to be completed in FY 2014-15.  The project amounts identified above in the Summary discussion are sufficient to cover all the estimated costs for the recommended project scope, including design, construction, and project management.
