RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Adopt Plans and Special Provisions for the Inter-Garrison Road Reconstruction, Project No. 1156 to reconstruct Inter-Garrison Road from California State University Monterey Bay limits to Sherman Boulevard, approximately 1.2 miles;

b. Adopt Plans and Special Provisions for the Blanco Road Resurfacing, Project No. 5523 to resurface Blanco Road from State Route 68 to Salinas City limits, approximately 1.1 miles; and

c. Authorize the Director of Public Works, Facilities, and Parks to advertise the projects’ “Notice to Bidders” in the Monterey County Weekly.

 

SUMMARY/DISCUSSION:

The Inter-Garrison Road project, in general, consists of reconstructing the existing asphalt roadway by grinding the existing pavement and reutilizing it as road base, and overlaying it with hot mix asphalt (HMA) concrete.  The project limits are from California State University Monterey Bay to Sherman Boulevard, approximately 1.2 miles.  The project will slightly reduce the width of vehicle lanes to improve the width of the existing paved shoulder and encourage traffic calming. The Blanco Road project consist of overlaying the existing pavement with hot-mix-asphalt, from State Route 68 (Main Street) to Salinas City Limits, approximately 1.1 miles.

 

The bid openings for these projects are set for May 10, 2023, at 2:00 p.m., in the Monterey

Room, Administration Building, Government Center, 168 West Alisal Street, Salinas, California 93901. Construction of both projects is scheduled to begin in June 2023.

 

In accordance with the California Environmental Quality Act (CEQA), Public Works, Facilities, and Parks Department (PWFP) filed a Notice of Exemption for Blanco Road and Inter-Garrison Road on October 17, 2022, and March 10, 2023, respectively.  The projects have been determined to be categorically exempt (Class 1) because the projects are to perform repair and maintenance of existing streets and similar facilities which involve no expansion of an existing use (See CEQA Guidelines, California Code of Regulations (CCR) Section 15301 Existing Facilities).

 

Adopting the plans and special provisions and authorizing solicitation of construction bids for these projects will allow PWFP to proceed into the construction phase.  PWFP will return to the Board in May for approval to award the construction contract for these projects.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel-Risk Management and the Auditor-Controller’s Office have reviewed and approved the Special Provisions as to form, insurance and indemnification provisions and fiscal terms, respectively.

 

FINANCING:

The total estimated project cost for each project, including engineering, construction management, and construction is $2.2 million for the Inter-Garrison Road project, and $2.0 million for the Blanco Road project.  Both projects are being funded by Road Fund, including Measure X, SB 1, and Transient Occupancy Tax (TOT).

 

The adopted FY 2022-23 Road Fund 002, budget includes $4.2 million in appropriations to fund the construction of these projects.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The projects will pave approximately 2.3 miles of County maintained roads, extending the pavement life.  The recommended action supports the following Board of Supervisors’ Strategic Initiatives:
