RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.  Amend the FY 2012-13 Health - Clinic Services Budget 4000, HEA007, Unit 8105 to reallocate two (2.0) FTE Patient Services Representative II's to two (2.0) FTE Medical Assistant's; and                          
b.  Authorize the County Administrative Office to incorporate approved changes in the FY 2012-13 Budget.
 
SUMMARY/DISCUSSION:
The Health Department - Clinic Services Bureau (Clinic Services) has identified the need to reallocate two (2.0) FTE Patient Services Representative II positions to two (2.0) FTE Medical Assistant positions.  The focus for health care has moved to the model of a patient centered medical home.  This model incorporates multiple avenues of health care centered on patients receiving all their health care through a one stop approach.  These requested reallocations better support the move toward this goal by providing more flexibility for provider staffing.  The reallocation of the Patient Services Representative II positions to Medical Assistant positions is a viable alternative for provider staffing necessity.  These positions are needed to meet revenue projections, meet the increasing demand for medical services in the community and increase access to medical services for Medi-Cal and indigent County residents.  
 
OTHER AGENCY INVOLVEMENT:
The CAO/Human Resources representative has reviewed and approved the Request to Classify forms and concurs with the recommendation of the classifications.
 
FINANCING:
The reallocation of 2.0 Patient Services Representative II to 2.0 Medical Assistant will have no effect on the FY 2012-13 budget as the Medical Assistant positions are lesser cost positions and will result in minor cost savings to the County.  There will be no increase in General Fund contribution for FY 2012-13.
