Approve and authorize the Monterey County Laguna Seca Representative to:
a. Execute a retroactive Standard Agreement between Vision Plantscaping, Inc. and the County of Monterey for event plant and floral rentals and miscellaneous landscaping for WeatherTech® Raceway at Laguna Seca with a term beginning January 1, 2023, through December 31, 2023, for an amount not to exceed of $45,000;
b. Execute up to three (3) future amendments to the retroactive Standard Agreement where each amendment does not exceed ten percent (10%), or $4,500, of the original Agreement amount $45,000, and does not significantly change the scope of work, subject to County Counsel approval, bringing the total maximum cost increase to $13,500 and a potential overall Agreement aggregate amount not to exceed $58,500.

RECOMMENDATION:
It is recommended that the Board of Supervisors approve and authorize the Monterey County Laguna Seca Representative to:
a. Execute a retroactive Standard Agreement between Vision Plantscaping, Inc. and the County of Monterey for event plant and floral rentals and miscellaneous landscaping for WeatherTech® Raceway at Laguna Seca with a term beginning January 1, 2023, through December 31, 2023, for an amount not to exceed of $45,000;
b. SUMMARY/DISCUSSION:
Vision Plantscaping, Inc. (Vision) is a local company who has been providing event plant and floral services for premier events at WeatherTech® Raceway at Laguna Seca since 2021 with exceptional service and the highest quality plants available. In addition, Vision has provided miscellaneous landscaping services, as requested, to Laguna Seca Recreation Area in support of events and facility rentals.
The term of the proposed retroactive Standard Agreement (Agreement) is January 1, 2023, through December 31, 2023, with a not to exceed value of $45,000. This Agreement is considered retroactive due to the use of this contractor without a current agreement by the staff of A&D Narigi, LLC, our contracted site management firm.
Staff requests the Board of Supervisors approve the Agreement and authorize the Monterey County Laguna Seca Representative to execute the Agreement and up to three (3) future amendments where each amendment does not exceed ten percent (10%) or $4,500 of the Agreement amount and do not significantly change the scope of the work for a total aggregate amount not to exceed $58,500. These potential amendments are requested to cover any unforeseen expense that may be incurred due to the addition or expansion of future events at the facility.
OTHER AGENCY INVOLVEMENT:
The Office of County Counsel and Auditor-Controller’s Office reviewed and approved the Agreement as to form and fiscal provisions, respectively.
FINANCING:
The cost of the contracted services provided by Vision shall not exceed $45,000 for the duration of the Agreement. The fees are included in the Fiscal Year 2022-2023 Adopted Budget in Fund 453, Unit 8579, Appropriation Unit PFP067. The remaining fees to be due in Fiscal Year 2023-2024 are already considered in the recommended budget submitted for Fiscal Year 2023-2024 for Laguna Seca Recreation Area.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
The recommended action supports the Board of Supervisors Strategic Initiatives for Economic Development as the beautification of the facility helps to showcase all the County has to offer in the way of recreational activities and helps to promote the surrounding areas as a part of the natural beauty of the County as a whole.
