Title: a. Approve and authorize the Contracts/Purchasing Officer to execute Amendment No. 1 to Professional Services Agreement A-12219 in the amount of $30,000 with Central Coast HIV/AIDS Services, increasing the Agreement by $70,000 for a revised total amount not to exceed $100,000 for the provision of education, counseling and testing services in relation to HIV/AIDS, STDs, and Hepatitis C for local alcohol/drug treatment recovery centers; and to provide HIV Targeted Prevention services for the period of July 1, 2011 through June 30, 2013; and b. Authorize the Contracts/Purchasing Officer to approve up to two (2) future amendments to the Agreement where the amendments do not exceed ten percent (10%) of the original Agreement amount, and do not significantly change the scope of services or result in an increase in County General Fund Contribution.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.      Approve and authorize the Contracts/Purchasing Officer to execute Amendment No. 1 to Professional Services Agreement A-12219 in the amount of $30,000 with Central Coast HIV/AIDS Services, increasing the Agreement by $70,000 for a revised total amount not to exceed $100,000 for the provision of education, counseling and testing services in relation to HIV/AIDS, STDs, and Hepatitis C for local alcohol/drug treatment recovery centers; and to provide HIV Targeted Prevention services for the period of July 1, 2011 through June 30, 2013; and,
b.      Authorize the Contracts/Purchasing Officer to approve up to two future amendments to the Agreement where the amendments do not exceed ten percent (10%) of the original Agreement amount, and do not significantly change the scope of services or result in an increase in County General Fund Contribution.
 
SUMMARY/DISCUSSION:
For the past several years, Monterey County Health Department (MCHD) has partnered with Central Coast HIV/AIDS Services (CCHAS) to provide education, counseling and testing services in relation to HIV/AIDS, STDs, and Hepatitis C to individuals at local alcohol/drug treatment recovery centers, at detention settings, and during hours of operation of the Syringe Exchange Program.  CCHAS maintains standards of practice to assure that all newly identified HIV positive individuals receive early intervention services and/or referrals appropriate to their needs.  
 
The California Department of Public Health, Office of AIDS has provided additional funding in the amount of $10,000 for the services stated above (total of $40,000), as well as provided an additional $60,000 for a new service, HIV Targeted Prevention, for a revised total amount not to exceed $100,000 for the duration of Agreement A-12219.
 
OTHER AGENCY INVOLVEMENT:
County Counsel and the Auditor-Controller have reviewed and approved this Amendment No. 1 to Agreement A-12219 as to legal form and fiscal provisions respectively.  A copy of Amendment No. 1 to Agreement A-12219 is on file with the Clerk to the Board.
 
FINANCING:
Agreement A-12219, for the period of July 1, 2011 through June 30, 2013 is fully funded by State Master AIDS Agreement #10-95274 A02. There is no adverse effect to Fiscal Year 2012-13 Health Department Budget 4000, and no increase in County General Fund Contribution.
