RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of the Department of Social Services or designee to sign an agreement with Meals on Wheels of the Monterey Peninsula to provide congregate and home delivered meals, nutrition education, and health promotion services to seniors on the Monterey Peninsula and City of Salinas for the period of July 1, 2026 through June 30, 2027, in the amount of $1,024,436 and

b. Authorize the Director of the Department of Social Services or designee to sign up to three amendments to this Agreement where the total amendments do not exceed 10% ($102,443) of the amended contract amount, do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $1,126,879.

 
SUMMARY:
This Agreement, awarded to Meals on Wheels of the Monterey Peninsula through RFP #10933 in May 2024, aligns with the Federal Older Americans Act (OAA) of 1965 to provide congregate meals for in-person dining and home-delivered meals to older adults who are temporarily or permanently home-bound. It also supports nutrition education and health promotion services using evidence-based programs to improve the health and well-being of senior participants.


DISCUSSION:
The agreement supports both congregate dining and home-delivered meal services for older adults residing in County of Monterey Supervisor Districts 4 and 5. Service areas include Del Rey Oaks, Marina, Sand City, Seaside, Southwest Salinas, Carmel, Carmel Valley, Big Sur, Pacific Grove, Pebble Beach, Monterey, Highway 68, and Las Palmas.

 

Congregate meal and elderly nutrition program dining sites include the Meals on Wheels Community Center in Pacific Grove; the Monterey Senior Center and El Estero Senior Housing in Monterey; the Oldemeyer Center in Seaside; Junsay Oaks Senior Apartments and Marina Manor Senior Housing in Marina; and in Salinas, the Los Abuelitos Senior Apartments, Breadbox Recreation Center, Sherwood Village, and the YMCA.

 

The agreement also funds health education and promotion services at the Meals on Wheels Community Center in Pacific Grove. Evidence-based programs offered include Tai Chi for Arthritis and A Matter of Balance for fall prevention.


OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:
The Office of County Counsel has reviewed and approved the Agreements as to form, as has the Auditor-Controller’s Office as to financial provisions.


FINANCING:
Funding is provided by the Older Americans Act. Sufficient appropriations and estimated revenues in the Area Agency on Aging 001-5010-SOC010 are included in the FY 2026-27 Recommended Budget.
