Authorize the Director of the Department of Social Services or designee to sign up to three amendments to this Agreement where the total amendments do not exceed 10% ($290,000) of the amended contract amount, do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $3,190,000.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services or designee to sign Amendment No.1 to Agreement #5010-523 FY 2025-26 with Housing Resource Center of Monterey County to provide Housing and Family Stabilization Support Program services adding $550,000 for a new contract total of $2,900,000 with no change to the contract term of July 1, 2025 through June 30, 2026; and

SUMMARY
This agreement supports continued housing stabilization services for CalWORKs customers referred by the County of Monterey, Department of Social Services through the Housing Support and Family Stabilization Programs. The agreement provides housing case management, housing search and placement assistance, rental subsidies, and related supportive services to eligible families.
DISCUSSION:
The purpose of this agreement is to provide comprehensive housing stabilization services to CalWORKs families who are experiencing homelessness or are at-risk of homelessness. Housing instability presents significant challenges to children’s well-being and parents’ ability to engage in employment activities and progress toward self-sufficiency. Stable housing is critical to achieving the core goals of the CalWORKs program. Services include intensive case management, rental assistance, security deposits, interim housing, utility assistance, landlord mediation, housing search and placement support, and connection to employment resources. To qualify for services, a household must include at least one member who is active and eligible for CalWORKs and must be homeless or at imminent risk of homelessness within fourteen (14) days. This agreement ensures continued access to critical housing support services that promote family stability and long-term self-sufficiency.
OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:
The Office of County Counsel has reviewed and approved the Agreements as to form, as has the Auditor-Controller’s Office as to financial provisions.
FINANCING:
This agreement is funded with Housing Support Program funds and Family Stabilization Program funds. Sufficient appropriations and estimated revenues for SOC005 are included in the FY 2025-26 Adopted Budget.
