Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Chair of the Board to sign and ratify a zero cost Memorandum of Understanding with the San Mateo County Human Services Agency to continue as  the lead for the Bay Area Consortium for the Cash Assistance Program for Immigrants for the period of  July 1, 2022 through June 30, 2026; and

b. Authorize the Chair of the Board to sign up to three (3) amendments to this agreement where the amendments do not encompass payment or significantly change the scope of work.

 

SUMMARY/DISCUSSION:

The Cash Assistance Program for Immigrants (CAPI) provides cash assistance to certain aged, blind and disabled legal immigrants who are not eligible for Supplementary Security Income/State Supplementary Payment (SSI/SSP) benefits, solely due to the immigration provisions of Public Law 104-193 and its amendments. The purpose of Resolution 63488 and this agreement is to: identify the counties that wish to participate in the Bay Area CAPI Consortium, a multi-county Consortium to administer CAPI; identify the County of San Mateo as the Fiscal Agent for the Consortium; and to identify the respective responsibilities of the County of San Mateo, as Fiscal Agent, and the other member counties. Monterey County is a member of the Consortium.

 

The request for ratification is due to the fact that the MOU was sent to the Monterey County Board of Supervisor’s Chair for signature by San Mateo County in error, prior to approval by the Monterey County Board of Supervisors. San Mateo County is still in the process of obtaining additional signatures for the member counties.

 

OTHER AGENCY INVOLVEMENT:

The Department is collaborating with the County of San Mateo and the other counties that make up the Consortium. County Counsel has approved the Agreement as to form.

 

FINANCING:

The San Mateo County Human Services Agency acts as the fiscal agent and will receive funds from the State of California to process CAPI payments for Consortium member counties. There is no impact to the County General Fund resulting from approval of this Agreement. 

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This Agreement correlates to the Administration Strategic Initiative adopted by the Board of Supervisors by collaborating with other Bay Area counties to ensure the prompt and accurate processing of cash assistance payments to eligible individuals.
