RECOMMENDATION:

It is recommended that the Board of Supervisors:

 

a.  Adopt Plans and Special Provisions for the Castroville Bicycle/Pedestrian Path and Railroad Crossing Project, Project No. 8622, Federal Aid Project No. RPSTPE-5944(111); and

 

b.  Authorize the Director of Public Works and Facilities to advertise the “Notice to Bidders” in the Monterey County Weekly.

 

SUMMARY:

Adoption of the Plans and Special Provisions will authorize the Resource Management Agency to proceed with advertising of the Castroville Bicycle/Pedestrian Path and Railroad Crossing Project, Project No. 8622 (Project).  The bid opening is set for August 18, 2016 at 3:00 p.m., in the Board of Supervisors’ Conference Room 1032, Monterey County Government Center, 168 West Alisal Street, 1st Floor, Salinas, CA 93901.  The “Notice to Bidders” will be duly advertised in the Monterey County Weekly.  The project construction is scheduled to begin in October 2016 and completed by November 2017 with 280 working days provided for construction.

 

DISCUSSION:

The Castroville Bicycle/Pedestrian Path and Railroad Crossing project is to construct a bicycle and pedestrian path with a bridge over the Union Pacific Railroad (UPRR).  The path will connect the existing bicycle path on Castroville Boulevard to McDougall Street in Castroville, approximately 0.74 of a mile long.  The proposed bicycle/pedestrian path will have an 8-foot paved width for the path and a 12-foot width for the bridge over the UPRR.  The bridge will be a concrete box girder that is 1,170 feet long and will be 24 feet above the UPRR track.

 

The purpose and need for the project is to provide a safe railroad crossing for bicyclists and pedestrians, especially school-aged children attending Elkhorn Elementary School and North Monterey County High School, keeping them off of the UPRR track and State Route 156 (SR-156).  Currently pedestrians and bicyclists are unlawfully crossing the UPRR track.  The proposed project would provide a safe and legal access to, and continuity, with an existing Class I bicycle and pedestrian path that commences at Castroville Boulevard.  School-aged children can then continue onto North Monterey High School and Elkhorn Elementary School from Castroville.

 

The recommended action supports the Board of Supervisors’ Strategic Initiative for Infrastructure, “Meeting our Facilities, Water, Technology and Transportation Needs.”  The project will plan and develop a sustainable, physical infrastructure that improves the quality of life for County residents and support economic development results.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel, Auditor Controller, and Risk Management, have reviewed and approved the Special Provisions as to form and legality, fiscal terms, and insurance provisions, respectively.

 

FINANCING:

The total estimated Project cost, including project management, engineering, utility relocation and construction, is $9,597,861, which is primarily funded by State Transportation Enhancement (TE), Federal Earmark Grade Crossing, Active Transportation Program (ATP), Transportation Development Act (TDA), and State Transportation Improvement Program (STIP) funds.  There are no known additional financial impacts to the General Fund or Road Fund (gas tax) anticipated at this time.  Sufficient appropriations are available in the RMA-Public Works Budget (Fund 002, Unit 8195) to finance the construction phase of the project.  For FY 2016-17, $7,549,297 is appropriated in Fund 002 for the project.  To minimize local fund expenditures on the construction phase of the project, additive alternatives are included in the bid that can be excluded from the Construction Contract to ensure that there is no unfunded portion of the Construction Contract.
