RECOMMENDATION:
It is recommended that the Budget Committee Support authorizing and directing the Auditor-Controller to increase appropriations and estimated revenues by $248,859 in the Office of the Public Defender Fiscal Year (FY) 2024-25 Adopted Budget (001-2270-PUB001-8169), funded by grant revenues from the State of California Board of State and Community Corrections (BSCC) Proposition 47 Cohort IV Grant Program.
SUMMARY:
On November 12, 2024, per Board Order No. A-17152, the County of Monterey Board of Supervisors authorized the Office of the Public Defender to accept an $8,000,000 Proposition 47 Cohort IV Grant award from the BSCC and authorized execution of the associated grant agreement to fund mental health services, substance use disorder services, housing related assistance, community-based supportive services, and additional prevention/early intervention diversion services.
As the grant award occurred after the adoption of the FY 2024-25 Adopted Budget, the associated appropriations and estimated revenues were not included in the Office of the Public Defender’s current Adopted Budget. As such, this request is intended to authorize the Auditor-Controller to amend the Office of the Public Defender’s FY 2024-25 Adopted Budget to increase appropriations and estimated revenues by $248,859, funded by BSCC Proposition 47 Cohort IV Grant revenue.
DISCUSSION:
The Office of the Public Defender submitted a proposal entitled Effecting Change in Circumstances (ECC) to the BSCC for Proposition 47 Cohort IV funding and was subsequently awarded an $8,000,000 grant with a period of performance of October 3, 2024, through June 30, 2028.
ECC will provide services to approximately 400 justice-involved individuals with mental health and/or substance use disorders that limit one or more of their life activities. The Office of the Public Defender intends to both supplement existing intensive services and expand services, including additional prevention/early intervention diversion services that align with restorative justice principles and evidence-based models. The program will focus on increasing the progression and recovery rate of the target population by providing local mental health services and substance use disorder services such as residential treatment, outpatient treatment, and sober living environments. The project addresses current gaps in providing mental health and substance use disorder support to the County’s underserved rural and lower income populations.
The appropriations increase requested herein will fund contracted evaluation services to meet grant evaluation requirements through an agreement with California State University, Monterey Bay (CSUMB) Institute for Community Collaborative Studies. This agreement has been submitted for forthcoming Board of Supervisors review and approval. Additionally, this appropriations increase will fund additional expenses through the end of the FY related to development of data collection tools to meet grant reporting requirements, as well as staffing expenditures for nine (9) CSUMB Department of Health, Human Services and Public Policy (HHSPP) interns who are administering risk/needs assessments to justice-involved individuals for identification of mental health needs, substance use disorder needs, eligibility for diversion services, and reentry needs.
OTHER AGENCY INVOLVEMENT:
County Counsel’s Office and the Auditor-Controller’s Office have reviewed and approved as to form.
FINANCING:
There is no impact to the General Fund. This resolution will increase appropriations and revenues for the FY 2024-25 Adopted Budget for the Office of the Public Defender (001-2270-PUB001-8169) by $248,859, funded by BSCC Proposition 47 Cohort IV Grant revenue. The Proposition 47 Cohort IV Grant Program does not require matching funds.
