RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Award a contract to Statewide Traffic Safety & Signs, Inc. the lowest responsible bidder, for the construction of River Road Pavement Delineation, Project No.1428, State Project No. 0513000080L-N, Federal Aid Project No. HRRRL-5944(113) in the amount of $140,361;
b. Approve the Performance and Payment Bonds executed and provided by Statewide Traffic Safety & Signs, Inc.;
c. Authorize a contingency (not to exceed 10% of the contract amount) to provide funding for approved contract change orders;
d. Authorize the Director of Public Works to execute the contract and, subject to the terms of the Public Contract Code, approve change orders to the contract that do not exceed 10% of the original contract amount, and do not significantly change the scope of work; and
e. SUMMARY/DISCUSSION:
On February 10, 2015, the Board of Supervisors adopted Plans and Special Provisions for the River Road Pavement Delineation project, Project No. 1428, State Project No. 0513000080L-N, Federal Aid Project No. HRRRL-5944(113).  The Project was advertised and on March 26, 2015, the bids were opened.  The lowest responsible bidder was Statewide Traffic Safety &Signs, Inc. in the amount of $140,361.  The Engineer's Estimate for the bid was $231,165.  This project is to be constructed in conjunction with the River Road Overlay project. Project construction is scheduled to begin in June, 2015 after the overlay project.
 
The work to be done consist, in general of pavement delineation, including but not limited to clearing, removal of debris on paved surfaces and traffic control.  The limit of the project is from Parker Road to Chualar River Road.  The proposed project will improve safety for the public.
 
The project has been determined to be categorically exempt (Class 1) from the California Environmental Quality Act (CEQA) because it is to perform repair and maintenance of existing streets and similar facilities, which involves no expansion of an existing use. (See CCR ยง 15301(c) Existing Facilities).
 
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel, and Contracts/Purchasing, attended the bid opening and reviewed the low bid for conformance with applicable regulations.  The Office of the County Counsel, Auditor-Controller, and Risk Management approved the Contract and Bonds as to form and legality, fiscal terms, and insurance provisions, respectively.
 
FINANCING:
There is no financial impact to the General Fund.  The original total project cost, including project management, engineering, and construction is $531,100.  The project is funded by Highway Safety Improvement Program/High Risk Rural Road (HSIP/HR3) and Gas Tax. To date the total estimated project cost is $260,557, funded by HSIP/HR3 in the amount of $234,501 and $26,056 in Gas Tax.  There are sufficient appropriations in the FY 2014-15 Road Fund (Fund 002, Unit 8195) to finance this project.
