a. Approve and authorize the Contracts/Purchasing Officer to sign a one-year Service Agreement (July 1, 2014 to June 30, 2015) with Rancho Cielo, Inc. for the County of Monterey Health Department to provide psychiatric services at the Rancho Cielo site, and
b. Authorize the Contracts/Purchasing Officer, to approve up to three future amendments to this Service Agreement where the amendments do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Contracts/Purchasing Officer to sign a one-year Service Agreement (July 1, 2014 to June 30, 2015) with Rancho Cielo, Inc. for psychiatric services at the Rancho Cielo site, and
b. Authorize the Contracts/Purchasing Officer, to approve up to three future amendments to this Service Agreement where the amendments do not significantly change the scope of work.
SUMMARY/DISCUSSION:
Monterey County Behavioral Health implements evidence-based practices of therapeutic mental health and substance abuse services that help youth participate in the shared mission and goals with Rancho Cielo, Inc. (Rancho Cielo). Behavioral Health and Rancho Cielo have an established collaborative relationship of providing support and recovery to youth participating in programs at Rancho Cielo. Rancho Cielo is a youth campus site that provides youth programs in Monterey County and is seen as an integral part of the overall community initiative to help youth overcome juvenile violence and drugs, and help youth become educated and skilled leading to a successful quality of life.
Under the Mental Health Services Act (MHSA) funds, Behavioral Health will provide a Behavioral Health Therapist for the provision of psychiatric services to participating youth at the at the Rancho Cielo site.
This Agreement continues past behavioral health care services at Rancho Cielo and is contingent upon available funding, and may be renewed or renegotiated upon mutual written consent of all parties. This Agreement contains no exchange of funds between the Health Department and Rancho Cielo, Inc.
This work supports the Monterey County Health Department 2011-2015 strategic plan initiative: 2) Enhance community health and safety by emphasizing prevention. It also supports two of the ten essential public health services, specifically: 4) Mobilize community partnerships and action to identify and solve health problems, and 6) Enforce laws and regulations that protect health and ensure safety.
OTHER AGENCY INVOLVEMENT:
County Counsel, Auditor-Controller, and Risk Management have reviewed and approved this Agreement as to legal form, fiscal provisions, and insurance requirements. Agreement is on file with the Clerk of the Board.
FINANCING:
This Agreement is funded by Mental Health Services Act (100%) revenues. The funds for this Agreement ($112,446) are included in the Health Department's Behavioral Health (HEA012, Unit 8410) Fiscal Year 2014-15 Requested Budget.
