RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Authorize the release of $394,000 from the Libraries’ Fund Balance (003) to be used  by County of Resource Management Agency Public Works on behalf of MCFL to fund two projects: $258,000 to augment the unfunded amount for the ongoing San Lucas Library project, and $136,000 to fund the Big Sur Library repair project (4/5th vote required); and

b.                     Authorize the Auditor-Controller to transfer $394,000 from the Libraries’ Fund Balance (003) as follows:

1.                     $258,000 to Resource Management Account 401-3000-8184-5980-RMA004, Program Code 8548, for the San Lucas Library project; and

2.                     $136,000 to Library Fund Balance Account 003, Dept. 6110, Unit 8141, Object 5940, fund to increase estimated revenue and appropriation by $136,000, for the Big Sur Repair project.

SUMMARY/DISCUSSION:

 

Monterey County Free Libraries Fund is a non-general fund contribution account which over the years has built up a positive fund balance of approximately $1,224,476.  MCFL is requesting to transfer $394,000 from this account to fund facility projects at two Library locations, leaving a remaining fund balance of $830,476. 

 

Several library branch locations of Monterey County Free Libraries (MCFL) are in serious need of building and rebuilding. Two locations specifically are in need of funding to resume and/or continue operations.  The San Lucas Library has been closed since 2010, and the building project started in 2012. Site-clean-up work has been completed and plans are ready for the new building.  MCFL has successfully obtained partial funding of this project from the County, a community donor, an EPA grant, a CDBG grant, and the Monterey Peninsula Foundation.  As a result of the escalation in costs due to the prolonged length of time to complete the project resulting from required site clean-up and because of the bids coming in higher than expected in the current market conditions, the San Lucas project is in need of additional funding in the amount of $258,000  for completion of construction.

 

MCFL is also requesting a transfer of $136,000 to fund the Big Sur Library repairs.  After an inspection by Public Works and air quality testing, the Big Sur Library building was closed to the public on January 20, 2016 due to the deteriorating condition of the building and need for corrective action. The repair project is currently projected at $136,000 but may increase if further damage is discovered.

 

These libraries serve communities that are remote from easy access to other library branches, and the communities that they serve depend strongly on the library for books, computer and Wi-Fi access, for children’s programs, and many other services.

 

Following CAO direction, authorization is requested of the Board of Supervisors to authorize the $394,000 to be transferred from the Library Fund to fund these two building projects.

 

OTHER AGENCY INVOLVEMENT:

The County Administrative Office, County Counsel, and Resource Management Agency has been contacted on this matter and provided direction.

 

FINANCING:

The requested action will not have an impact on the County General fund.  The requested action will result in the transfer of the $394,000 out of the existing Library Fund (003) in the following manner:  $ 258,000 to Resource Management Account 401-3000-8184-5980-RMA004, Program Code 8548, for the San Lucas Library project; and $136,000 to Library Fund Balance Account 003, Dept. 6110, Unit 8141, Object 5940, for the Big Sur Repair project.
