Title: a. Conduct a Public Hearing to take comments on the draft Consolidated Plan and Analysis of Impediments to Fair Housing Choice documents including the Action Plan and proposed allocation of funds; b. RECOMMENDATION:
It is recommended that the Board of Supervisors:
  1. Conduct a Public Hearing to take comments on the draft Consolidated Plan and Analysis of Impediments to Fair Housing Choice documents including the Action Plan and proposed allocation of funds;
  2. Approve the Consolidated Plan and Analysis of Impediments to Fair Housing Choice Fiscal Year 2013-17 Consolidated Plan which includes the First Year Action Plan containing recommendations for Fiscal Year 2013-14 funding;
  3. Adopt the Analysis of Impediments to Fair Housing Choice;
  4. Authorize the Director of Economic Development to submit the Consolidated Plan and Analysis of Impediments to Fair Housing Choice documents to the U.S. Department of Housing and Urban Development (HUD) and to execute any and all other necessary HUD documents for submission to HUD; and

SUMMARY:
The U.S. Department of Housing and Urban Development (HUD) has qualified Monterey County together with the Cities of Del Rey Oaks and Gonzales as an Urban County for entitlement purposes.  To receive the Community Development Block Grant (CDBG) grant, the Urban County must have a HUD approved Consolidated Plan (Consolidated Plan) including a First Year Action Plan, and an Analysis of Impediments to Fair Housing Choice (AIFHC).  The Action Plan must include a description of eligible projects and programs to be funded.  The purpose of this public hearing is to receive final comments on the Draft Fiscal Year 2013-17 Consolidated Plan and the proposed First Year Action Plan for the Fiscal Year 2013-14 Community Development Block Grant program.  The public hearing is also held to receive final comments on the AIFHC.  In the absence of evidence and testimony to the contrary, it is recommended that the Board of Supervisors take action to submit the documents to HUD for approval in order to receive direct entitlements from HUD.

OTHER AGENCY INVOLVMENT
The Cities of Del Rey Oaks and Gonzales have partnered with the County to become a HUD designated Urban County.  The Housing Advisory Committee (HAC) reviewed the CDBG Ad Hoc Committee recommendations on April 10, 2013.  The HAC voted 4-3 to support the CDBG Ad Hoc Committee recommendations for projects.  The HAC vote reflected concerns about the cost per beneficiary of the Aromas Water District's Via del Sol/Oakridge project.  The HAC voted unanimously to support the CDBG Ad Hoc Committee recommendations for services.  HAC members also expressed interest in attending future CDBG Ad Hoc Committee meetings.
 
FINANCING:
The HUD grant is a five (5) year agreement, funded annually.  Funding is currently estimated at $800,000 for the first year.  The County expects formal notification of the grant award amount upon federal resolution of sequestration.  If the County complies with the grant, the County may elect to continue to receive annual entitlement funding, subject to the federal budget process.
 
The grant has been budgeted in the FY 2013-14 recommended budget in Fund 13, Unit Code 8200 (Community Development Grants), Appropriation Code DEO 003.
