a. Approve and authorize the Deputy Purchasing Agent for Natividad Medical Center (NMC) to execute the Professional Services Agreement with Salinas Healthcare System, dba Salinas Valley Medical Clinic to provide neurology services for an amount not to exceed $247,000 for the period April 1, 2015 to June 30, 2017; and
b. Authorize the Deputy Purchasing Agent for NMC to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% of the original contract amount, and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Deputy Purchasing Agent for Natividad Medical Center (NMC) to execute the Professional Services Agreement with Salinas Healthcare System, dba Salinas Valley Medical Clinic to provide neurology services for an amount not to exceed $247,000 for the period April 1, 2015 to June 30, 2017; and
b. Authorize the Deputy Purchasing Agent for NMC to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% of the original contract amount, and do not significantly change the scope of work.
SUMMARY/DISCUSSION:
In order to ensure a high standard of care to patients presenting with strokes and other neurological emergencies in the emergency department and consultations on the medical surgical and intensive care units, it is necessary to contract with Salinas Valley Memorial Hospital to provide acute care neurology coverage to our inpatients at NMC. This collaborative effort will ensure the availability of medical neurology to support the clinical activities of NMC. While NMC continues to contract with tele neurology for after-hours coverage, this technology does not fully replace the need for in-person consultative services. As our patient volumes and acuity increase neurological services will provide a vitally important service.
The total amount of this Agreement is $247,000. NMC has obtained an independent opinion of fair market value supporting the payment terms of this Agreement.
OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed and approved this Agreement as to legal form and risk provisions. Auditor-Controller has reviewed and approved this Agreement as to fiscal provisions. The Agreement has also been reviewed and approved by Natividad Medical Center's Finance Committee on December 23, 2014 and Board of Trustees on January 9, 2015.
FINANCING:
The total cost for this Agreement $247,000 for the period April 1, 2015 to June 30, 2017. $28,000 is included in the Fiscal Year 2014/2015 Adopted Budget and the remaining $218,000 will be budgeted in subsequent Fiscal Years. There is no impact to the General Fund.
