RECOMMENDATION:
It is recommended that the Board of Supervisors receive a report and provide comment on the status of the County Resource Management Agency—Planning's, Long Range Planning Work Program including a status of the implementation of the Monterey County 2010 General Plan, and update to the Local Coastal Program and status of the budget related to the 2010 General Plan Implementation.
 
SUMMARY:
RMA-Planning created a Long Range Planning Team (LRPT) to coordinate implementation of: the 2010 General Plan, including the Fort Ord Master Plan (Fort Ord Reuse Plan); updates to the Local Coastal Program, including the Periodic Review; amendments to County Code related to land use, including changes in State laws; and processing Board and departmental referrals.  A comprehensive Work Program was developed to track the progress of these tasks.  The purpose of this status report is to provide the Board with an overview of progress made on the development of ordinances, plans, programs and tracking systems contained in the Long Range Planning Work Program, the current priorities and the status of the program budget.

CEQA:
The recommended progress report is not a project as defined by the California Environmental Quality Act (CEQA), Guideline Sections 15060(c) (3) and 15378.  This report does not commit to any activity that could have an impact on the environment and is for information purposes only.
 
OTHER AGENCY INVOLVEMENT:
RMA and Long Range Planning Team staff coordinate closely with the other land use departments on the development of specific ordinances, activities and programs as required for implementation of the 2010 General Plan and other tasks included in the Work Program. In addition, the County Counsel's office is actively participating in the legal review of ordinances and plans.  As of the writing of this report, the Work Program for the Fort Ord Master Plan (which is part of the 2010 General Plan) is scheduled to be presented to the Fort Ord Committee on May 13, 2013 (Attachment A, Exhibit 4).  
 
FINANCING:
The three-year Work Program for the implementation of the 2010 General Plan, approved by the Board in 2011, sets forth a plan to complete the implementation by the end of the 2014 - 2015 Fiscal Year. The implementation of the 2010 General Plan is a multi-year effort currently funded through several sources such as the adopted General Plan Implementation Budget, grants, permit revenue, and public funding sources.  The LRP Work Program also includes other long range planning activities, the LCP update, and Board and departmental referrals that are funded separately.  There is no impact to the County General Fund resulting from reporting on these activities.
