RECOMMENDATION:
It is recommended that the Board of Supervisors:
 
a. Authorize an increase to the contract contingencies in the amount of $35,000 for additional safety items for the Castroville Boulevard Pavement Delineation Project, Project No. 14-142765, State Project No. 0513000081L-N, Federal Aid Project No. HRRRL-5944(114) (4/5th vote required); and
 
b. Ratify the Director of Public Works' approval of Change Order No. 1 in the amount not to exceed $53,021 with Central Striping Service, Inc., for the Castroville Boulevard Pavement Delineation, Project No. 14-142765, State Project No. 0513000081L-N, Federal Aid Project No. HRRRL-5944(114).
 
SUMMARY/DISCUSSION:
On June 3, 2014, the Board of Supervisors awarded Central Striping Service, Inc. the lowest responsible and responsive bidder, for the construction of Castroville Boulevard Pavement Delineation, Project No. 14-142765, State Project No. 0513000081L-N, Federal Aid Project No. HRRRL-5944(114) in the amount of $142,295 and authorized a contingency (not to exceed 10% of the contract amount) to provide funding for approved contract change orders. The project consisted of pavement delineation, including but not limited to clearing, removal of debris on paved surfaces, fog seal and traffic control from State Route 156 to San Miguel Canyon Road. The purpose of the project is to improve safety for the public.
 
Construction began in August 11, 2014 and was completed at the end of March 2015.  Since construction bids came in low, the Department decided to include additional safety features to the project.  With confirmation from Caltrans to spend the unused federal grant funds, a contract change order was initiated.  The contract change order consists of installing five (5) amber beacon warning signs and one (1) radar feedback sign.  This resulted in Contract Change Order No. 1 in the amount of $53,021 to procure and install the additional safety components.  No additional change orders are expected on the project that will increase the project cost.
 
The total approximate sum of the contract work billed to date totals $128,109. Contract Change Order No.1 exceeds the 10% contingency amount originally authorized by the Board of Supervisors for this project by approximately $38,791, but is partially offset by savings realized during construction, leaving a deficit of $35,000.
 
OTHER AGENCY INVOLVEMENT:
Caltrans Local Assistance Office approved the additional safety measures and funding for Change Order No.1.
 
FINANCING:
There is no financial impact to the General Fund.  The original total project cost, including project management, engineering, and construction was $511,342.  The project is funded by Highway Safety Improvement Program/High Risk Rural Road (HSIP/HR3) for an amount of $460,208 and Gas Tax for the amount of $51,134.  To date the total estimated project cost is $370,176, funded by HSIP/HR3 in the amount of $333,158 and $37,018 in Gas Tax.  There are sufficient appropriations in the FY 2014-15 Road Fund (Fund 002, Unit 8195) to fund the increase.
