b.  Authorize the Resource Management Agency (RMA) Interim Director of Public Works and Facilities to accept, administer, and execute documents to secure these funds from the California Department of Transportation.

 

Report

RECOMMENDATIONS:

It is recommended that the Board of Supervisors:

 

a.  Approve a Grant Award from the California Department of Transportation for  a Highway Safety Improvement Program (HSIP) Grant in the amount of $3,222,200 for roadway sign and striping audit and replacement on approximately 250 miles of County road; and

 

b. Authorize the Resource Management Agency (RMA) Interim Director of Public Works and Facilities to accept, administer, and execute documents to secure these funds from the California Department of Transportation.

 

 SUMMARY/DISCUSSION:

On August 25, 2015, the Board of Supervisors ratified the submittal of grant applications to California Department of Transportation (Caltrans) for Highway Safety Improvement Program (HSIP) grant and directed the Resource Management Agency (RMA) to return to the Board for approval prior to acceptance of any grant award.

 

On July 31, 2015, RMA-Public Works submitted an application requesting $3,222,200 to evaluate the signage and striping on 258 miles of county roads and upgrade the signage and striping to meet the current regulatory standards.  This evaluation will be conducted by a consultant, who will also make recommendations for the installation of additional signage and striping.  All of this work, including County staff costs, will be covered by the grant.

 

On November 25, 2015, RMA-Public Works received notification that the federal funding for this project from Caltrans.  As a federal funded project, Caltrans will administer the grant under

The County of Monterey’s Master Agreement Administering Agency-State Agreement for Federal-Aid Projects, Agreement #05-5944R approved by the Board on June 12, 2007.  A copy of this Agreement is attached.

 

 

OTHER AGENCY INVOLVEMENT:

None. 

 

FINANCING:

There is no impact to the General or Road Funds.  The total cost of the project will be covered by the grant award amount of $3,222,200.  All work associated with the grant will be incorporated in the Fiscal Year 2016-2017 Budget and Work Plan for the Road Fund.
