a. RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Authorize Renewal to the Memorandum of Understanding in the amount of $126,359 between the Probation Department and the Monterey Peninsula Unified School District for collaborative campus-based services with the Marina High, Monterey High, Seaside High and Central Coast High School sites during FY 2014-2015;

SUMMARY:
The Monterey County Probation Department (MCPD) operates a successful Campus Probation Officer program in partnership with the school districts throughout Monterey. The collaboration with Monterey Peninsula Unified School District (MPUSD) allows MCPD to closely monitor and supervise juvenile probationers and assist with at-risk students within the school system. This Renewal will extend the MOU through Fiscal Year 2014-2015.
DISCUSSION:
The Monterey Peninsula Unified School District and Monterey County Probation Department (MCPD) provide a coordinated approach, utilizing available resources from both agencies. Pursuant to the MOU, MCPD shall assign three Deputy Probation Officers (DPOs) to Marina High, Monterey High, Seaside High, and Central Coast High school sites within the district to closely monitor and supervise juvenile probationers attending specified schools, and to develop and operate a spectrum of intervention/diversion programs designed to improve behavior in the community, home and school, and prevent further entry into the juvenile justice system. MCPD receives $126,359 from the school district for these services.
OTHER AGENCY INVOLVEMENT:
The MOU has been approved by County Counsel as to legal form, by the Auditor-Controller's as to fiscal terms.
FINANCING:
MCOE will continue to reimburse the Probation Department for a total of $126,359 a portion of the budget for the staffing and operating costs of the programs. Funding for the existing positions is already contained in the approved budget for Department PRO001, Unit 8165 for Fiscal Year 2014-15.
There is no additional cost to the County General Fund with the recommended action.
