RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and authorize the Chief Probation Officer to execute a Memorandum of Understanding (MOU) between the County of Monterey Probation Department (Probation) and Salinas Union High School District (SUHSD), effective July 1, 2023 through June 30, 2024, where SUHSD is reimbursing Probation an amount up to $1,027,585 for fiscal year (FY) 2023-2024 for collaborative campus-based services provided by Probation; and

b.                     Authorize the Chief Probation Officer to sign future amendments to the MOU where each amendment does not exceed 10% ($102,759) of the FY 2023-2024 reimbursable amount and does not significantly alter the scope of services, for a not to exceed maximum reimbursable amount of $1,130,344 per fiscal year. 

 

SUMMARY:

The County of Monterey Probation Department (Probation) is recommending approval of a Memorandum of Understanding  (MOU) with Salinas Union High School District (SUHSD) where SUHSD partially reimburses Probation for collaborative campus-based services provided by Probation. The MOU is for a term beginning July 1, 2023 through June 30, 2024 and for a reimbursable amount of up to $1,027,585 for fiscal year 2023-2024.

 

DISCUSSION:

Probation has operated a successful Campus Deputy Probation Officer program in partnership with school districts throughout Monterey County for years. The collaboration with SUHSD allows Probation to closely monitor and supervise juvenile probationers and assist with at-risk students within the school system. SUHSD and Probation provide a coordinated approach, utilizing available resources from both agencies.

Probation will assign eleven (11) Deputy Probation Officers (DPOs) and one (1) Probation Aide (PA) to school sites within the SUHSD to closely monitor and supervise juvenile probationers attending specified schools. The DPOs and PA will help develop and operate a spectrum of intervention/diversion programs designed to improve behavior in the community, home and school, and prevent further entry into the juvenile justice system. 

 

Probation will receive up to $1,027,585 for fiscal year 2023-2024, reimbursed by SUHSD as a partial contribution to staffing costs.

 

OTHER AGENCY INVOLVEMENT:

The MOU has been approved by County Counsel as to legal form and risk provisions and by the Auditor-Controller as to fiscal terms. 

 

FINANCING:

SUHSD will reimburse Probation up to $1,027,585 for fiscal year 2023-2024, for the staffing and operating costs of the program. The Fiscal Year 2023-2024 Recommended Budget for Probation, Appropriation Unit PRO001, Unit 8166 includes sufficient appropriations for costs under this MOU. There is no additional cost to the County General Fund with the recommended action.

This recommendation supports the Board of Supervisor Strategic Initiatives of: a) Health and Human Services by improving quality of life and providing a healthy environment for youth; and b) Public Safety by encouraging students to achieve their potential through education, monitoring activities during and after school, and increasing safety and awareness on campus through crime prevention and close supervision.
