RECOMMENDATION:
It is recommended that the Board of Supervisors consider and approve goals of the Health and
Human Services Committee HHSC) for 2010.
SUMMARY:
It is recommended that the Board of Supervisors consider and approve goals of the Health and
Human Services Committee HHSC) as follows.
DISCUSSION:
On January 15, 2008, the Board of Supervisors approved the role and responsibilities of the
Boards' Health and Human Services Committee HHSC) as follows:
ROLE
The Health and Human Services Committee reviews requests and recommendations for policies
regarding health and human services issues impacting the County of Monterey.
RESPONSIBILITIES
1. Provide review and recommendations concerning new strategic policy initiatives and/or
changes in existing policies regarding health and human services activities.
2. Review and assess challenges facing the County's health and human service system.
3. Review and assess accomplishments of the County's health and human service system
4. Provide review and recommendations for Countywide homeless initiatives and provide
oversight of coordination of strategy implementation between involved departments.
The HHSC, consisting of Supervisors Armenta and Parker, met in January and February to
discuss the role and responsibilities of the HHSC and explore specific priorities for the year. The
discussion included Department Heads and representatives of the Health Department, Natividad
Medical Center, and the Department of Social and Employment Services.
Supervisors Armenta and Parker prioritized specific goals for the committee to focus its attention
in 2010. Each Department represented by the HHSC was also invited to submit an additional
goal that would benefit from HHSC support. Following approval by the Board of Supervisors,
the HHSC intends to develop a month by month work plan to facilitate the advancement and/or
accomplishment of these goals.
The HHSC respectfully requests Board approval of these goals outlined in Attachment A.
OTHER AGENCY INVOLVEMENT:
The Health Department, Department of Social and Employment Services, and Natividad Medical
Center discussed and contributed to the development of these goals.
FINANCING:
Approval of these HHSC goals has no direct financial impact. Resources required to implement
these goals will be determined and managed by the relevant Departments.

Health and Human Services Committee
Goals for 2010
1) Track and plan for the community's capacity to meet current and future Health and
Human Service demands through collaboration.
a. Support collaborative relationships within departments, between departments, and
with community partners.
b. Facilitate collaborative planning for the 1115 Waiver.
c. Facilitate discussion about legislative and budget impacts and strategies to
mitigate the effect on the residents of our County.
d. Make recommendations to the Board of Supervisors regarding HHS policy
changes necessary to meet county-wide HHS needs.
e. Provide direction regarding non-mandated HHS priorities.
2) Monitor progress and provide direction regarding the implementation of the Board
Approved Strategic Plan Initiative on Health Care: Ensure ability to provide accessible
quality healthcare and human services throughout Monterey County.
a. Establish health outcomes for Monterey County.
b. Develop and implement a process, to include community stakeholders, regarding
how to achieve health outcomes and let that inform structure of the healthcare
system.
c. Implement the integration initiatives between NMC and the Health Department
clinics.
d. Develop a blueprint strategy for social and cultural programs that enhance the
quality of life.
3) Assess existing community outreach and prevention efforts in health and human services
and facilitate additional opportunities for community participation in HHS discussions.
a. Lead a process that engages community stakeholders in identifying the health
outcomes that we wish to achieve county-wide and ensure report-backs to the
community.
4) Champion health and human services priorities on the Board of Supervisors and in the
community.
a. Showcase success of health and human service programs and collaborations.
b. Assist HHS departments in overcoming barriers to implement new, creative, or
different solutions.
c. Review and make recommendations to the legislative committee regarding Health
and Human Service advocacy opportunities, especially related to health reform
and state budget.
5) Department of Social and Employment Services priorities:
a. Facilitate development of the County's ten year homeless services strategic plan
b. Extend customer access to community benefits through C4Yourself website portal
and sustain community outreach efforts through the MC Choice Program

6) Health Department priorities:
a. Develop comprehensive strategies to address violence as a Public Health issue.
b. Initiate school based, community health project as a pilot program.

c. Support The California Endowment Place-based Building Healthy Community's
project in East Alisal.
d. Promote development of community gardens.
e. Develop 1115 Waiver language from a countywide perspective.
f. Develop additional approaches and strategies to reduce the incidence of obesity,
asthma, and diabetes.
g. Develop a multidisciplinary, countywide approach to deal with the issue of
substandard housing in our community.
h. Develop an approach to address the issue of pesticide exposure for farm workers
and residents of properties adjacent to farm land.
i. Expand the capacity of the County's primary care clinic network to provide
access to medical services and provide a health care home for all patients.
j. Implement electronic health record system that permits the secure and appropriate
