Report

RECOMMENDATION:

It is recommended that the Board of Supervisors adopt a resolution to:

a. Approve amending the Department of Social Services Fiscal Year 2023-24 Budget Unit 001-5010-8262-SOC005 to add one (1) Assistant Deputy Director Social Services; and

b. Authorize the County Administrative Office to incorporate the changes to the Fiscal Year 2023-24 Adopted Budget Unit 001-5010-SOC005-8262 to reflect the change in position counts.

 

SUMMARY/DISCUSSION:

The Department of Social Services (DSS) is requesting support to add one (1) Assistant Deputy Director Social Services to the Community Benefits Branch (CB) to assist the CB Deputy Director in managing, directing, and coordinating the day-to-day operations of 499 assigned staff, five (5) major service programs(CalFresh, Medi-Cal, CalWORKs, Foster-Care, and General Assistance) to ensure County, Department, and Branch policies, regulations, mandates, and objectives are met to deliver exceptional customer service to over 260,000 Monterey County residents currently receiving these services while maximize operational efficiencies to meet the service needs and structural needs of the department.

 

The Board of Supervisors approved the creation of the Assistant Deputy Director Social Services on January 9, 2024 with an effective date of January 13, 2024.

 

The Department recommends amending the Department of Social Services Budget Unit 001-5010-SOC005-8262 to add the following position as follows:

OTHER AGENCY INVOLVEMENT:

The County Administrative Office and the Human Resources Department has reviewed and approved the proposed new allocation. County Counsel has approved to form. This item received support from the Budget Committee on January 31, 2024.

 

FINANCING:

The annual cost to add one (1) Assistant Deputy Director for Social Services in the Community Benefits Branch is $203,156 (annually), and $50,789 pro-rated for (3) three months (April-June 2024).  The estimated expenditures and revenues will be absorbed into the department’s current and upcoming budget (SOC005). Recommended actions will not increase County General Fund contributions in DSS in the current or upcoming budget year.
