RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health to sign Amendment No. 1 to Agreement A-11771 with Community Human Services to increase the existing Agreement amount by $150,000, for a new total amount not to exceed $1,478,400.
 
SUMMARY/DISCUSSION:
Community Human Services (CHS) is an outpatient mental health provider for Monterey County residents.  Currently they provide outpatient mental health services for approximately two hundred forty (240) clients, multi-lingual parenting services to approximately three hundred (300) parents, mental health services to approximately forty (40) individual with HIV/AIDS, forty (40) Gay, Lesbian, Bi-Sexual & Transgender (GLBT) individuals , and to clients referred by the Department of Social Services.  These services are critical to meeting the goals and objectives of Monterey County's mental health care which includes serving unserved and underserved populations.
 
The demand for mental health services continues to grow annually, Amendment No. 1 will provide outpatient mental health services to approximately 110 additional individuals in Program One:  Access to Outpatient Services.  These services are intended to enable the individual /family to overcome impairment to functioning, which include, but are not limited to obstacle to employability.
 
Adding Program Six:  Street Outreach Program (SOP) to this agreement will provide services to an additional underserved population.  This program will provide street based outreach services to approximately two hundred forty (240) runaway and homeless youth.  All services are intended to provide basic aide, offer safe exists from the street, and reduce the risk of harm by providing comprehensive services.   
 
OTHER AGENCY INVOLVEMENT:
The Auditor-Controller, County Counsel, and Risk Management have reviewed and approved Amendment No. 1 to Agreement A-11771 as to fiscal provisions, legal form, and insurance requirements, respectively.  This Amendment No. 1 to Agreement A-11771 is on file with the Clerk of the Board.
 
FINANCING:
Medi-Cal, Mental Health Services Act (MHSA), and Realignment dollars fund this Agreement.  The amount of Amendment No. 1 to Agreement A-11771 is $150,000 for FY 2012-13 for a total amount not to exceed the total Agreement amount of $1,478,400.  The funds for this Agreement are included in the Health Department's Behavioral Health Bureau (HEA012, Unit 8410) Adopted Budget for Fiscal Year 2012-13.
