County of Monterey, State of California

a. Set a date for a public hearing on July 12, 2011,

at 10:30 A.M., to consider approving the Fiscal

Tax, and;

b. Direct the Clerk to the Board to publish a

hearing notice in the Monterey Herald, the

Soledad Bee, the Register-Pajaronian, the

Californian, and the King City Rustler at least

ten days prior to the date set for the hearing.......

Upon motion of Supervisor Salinas, seconded by Supervisor Calcagno, and carried by those

members present, the Board hereby;

a. Set a date for a public hearing on July 12, 2011, at 10:30 A.M., to consider

approving the Fiscal Year FY) 2011-12 assessments for CSA 74 for the

Emergency Medical Services System Special Tax, and;

b. Directed the Clerk to the Board to publish a hearing notice in the Monterey

Herald, the Soledad Bee, the Register-Pajaronian, the Californian, and the King

City Rustler at least ten days prior to the date set for the hearing.

Emergency Medical Services System Special Tax, and;

b. Direct the Clerk to the Board to publish a hearing notice in THE MONTEREY

HERALD, THE SOLEDAD BEE, THE REGISTER-PAJARONIAN, THE

CALIFORNIAN and the KING CITY RUSTLER at least ten days prior to the

date set or the hearing.

RECOMMENDATION

It is recommended that the) Board of Supervisors:

a. Set a date for a public hearing on July 12, 2011, at 10:3 0 A.M., to consider approving the Fiscal

Year FY) 2011-12 assessments for CSA 74 for the Emergency Medical Services System Special

Tax, and;

b. Direct the Clerk to the Board to publish a hearing notice in THE MONTEREY HERALD, THE

SOLEDAD BEE, THE REGISTER-PAJARONIAN, THE CALIFORNIAN and the KING CITY

RUSTLER at least ten d4ys prior to the date set for the hearing.

SUMMARY

This Board action will set a public hearing on the Fiscal Year FY) 2011-12 assessment for CSA 74

for the Emergency Medical Services System Special Tax. The assessment rate will remain the same

as FY 2010-11.

DISCUSSION

On March 7, 2000, a 70.7%majority of Monterey County voters approved changing the

countywide CSA-74 levy to;a special tax of up to $12.00 per service unit. The rate has remained

constant at $12.00 since FY12000-01. The attached resolution levies the countywide Emergency

Medical Services System Special Tax for FY 2011-12 at the continued rate of $12.00 per service

unit. A summarized history of CSA 74 outlining services and fees is included in this Board

packet. Attachment 3 is a description of services provided and Attachment 4 is a list of rates

charged per parcel.

The Ordinances require the adoption of resolutions by the Board of Supervisors of the County of

Monterey to continue assessments for CSA 74. Attachment 1 is the recommended resolution for

approval by the Board of Supervisors establishing assessment rates for FY 2011-12. Attachment 2

is the Notice of Public Hearing to be published by the Clerk of the Board.

OTHER AGENCY INVOLVEMENT

County Counsel has reviewed this Board Report as to form. All attachments are on file with Clerk to

the Board.
