Title: a. RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors:

a. Approve and authorize the Director of Health Services or designee to execute a non-standard agreement with Nurse-Family Partnership dba Changent to provide services related to helping low-income, first-time mothers achieve healthier pregnancies, improve parenting skills, and enhance the well-being of their children, leading to greater economic self-sufficiency, effective June 1, 2026 through May 31, 2029 for a contract total not to exceed amount of $250,000;

b. Approve the nonstandard indemnification provision as recommended by the Director of Health Services; and

c. Approve and authorize the Director of Health Services or designee to sign up to three (3) future amendments where the combined amendments do not exceed 10% ($25,000) of the original amount and do not significantly change the scope, total not to exceed amount of $275,000.

 

SUMMARY:

County of Monterey Health Department Public Health Bureau's Nurse Family Partnership (NFP) is an evidence-based program that pairs a nurse with a first-time parent starting in early pregnancy and continuing until the child is two years old, leading to safe, strong, and thriving families. Since January 2019, 218 families have enrolled in the County of Monterey’s NFP program, and 50 families have graduated when the child turned 2 years old.

 

DISCUSSION:

This Agreement seeks to continue the current NFP and NFPx programs in County of Monterey. NFP eligibility includes first-time mothers before 28th week of pregnancy. NFPx allows for enrollment of individuals after 28 weeks of gestation and individuals with previous live births. NFPx fills the gap for first-time mothers who might not seek care until after their 28th week of pregnancy or are not interested in a home visiting program until the 3rd trimester. This expanded eligibility allows clients who previously did not meet criteria and have multiple complex issues to receive an evidence-based intervention. Key outcomes of the national NFP program include a 20% to 50% reduction in child abuse and neglect, increased birth weights, improved school readiness, and reduced rates of subsequent teen births.

 

OTHER AGENCY INVOLVEMENT:

The offices of the County Counsel and Auditor-Controller have reviewed and approved the Agreement as to legal form and provisions, respectively.

 

FINANCING:

This Agreement is funded 100% by the California Home Visiting Program grant. There are sufficient appropriations in the Health Department’s (001-4000-8124-HEA003) FY 2025-26 Adopted Budget.
