a. b. Approve a Reimbursement Agreement between the Homeowners at Quail, Inc. homeowners’ association and the County of Monterey for monthly PG&E costs associated with the operation of two (2) security cameras to be installed on County-owned streetlights; and
c. Authorize the Director of Public Works, Facilities, & Parks or Designee to execute the two (2) Agreements.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve an Agreement between Pacific Gas & Electric Company (PG&E) and the County of Monterey for Unmetered Low Wattage Equipment Connected to PG&E-owned Street Light Facilities to allow for the installation of security cameras on County-owned street lights located in County Service Area 25-Carmel Valley Golf & Country Club;
b. Approve a Reimbursement Agreement between the Homeowners at Quail, Inc. homeowners’ association and the County of Monterey for monthly PG&E costs associated with the operation of two (2) security cameras to be installed on County-owned streetlights; and
c. Authorize the Director of Public Works, Facilities, & Parks or Designee to execute the two (2) Agreements.
SUMMARY/DISCUSSION:
Representatives from the Homeowners at Quail, Inc. homeowners’ association (HOA) have requested the installation of security cameras on two (2) existing Pacific Gas & Electric Company (PG&E) streetlights located within the jurisdictional boundaries of County Service Area 25-Carmel Valley Golf & Country Club (CSA 25). The streetlights are owned by the County and funded by property tax revenue generated from CSA 25 property owners. Members of the HOA have contracted with SurveillanceGrid Integration, Inc. (HOA’s vendor) for the purchase and installation of the security cameras. The cameras shall be used for increased security within the CSA 25 area.
The HOA will be responsible for all costs associated with the installation and maintenance of the cameras. Once the cameras are installed, PG&E shall provide unmetered electric service to the cameras at each location and billing of fixed usage shall be based on the documented average consumption of the equipment. To move forward with the project, PG&E requires that the County enter into an Agreement for Unmetered Low Wattage Equipment Connected to PG&E-Owned Street Light Facilities (Attachment A) to allow the HOA’s vendor to install the cameras. After installation, CSA 25 shall be billed monthly for fixed electrical usage necessary to operate the two (2) cameras. The estimated monthly PG&E electricity cost to power the two (2) cameras is $15 per month. The County shall enter into a Reimbursement Agreement with the HOA (Attachment B), which requires full reimbursement of monthly PG&E charges, including any rate increases that may occur over time. Attachment C depicts the location of CSA 25.
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel has reviewed and approved the Agreement for Unmetered Low Wattage Equipment Connected to PG&E Street Light Facilities between PG&E and the County (Attachment A) and the Reimbursement Agreement between the County and the HOA (Attachment B) as to form.
FINANCING:
The estimated monthly PG&E electricity charge to power the two (2) cameras is $15 per month. The full cost of service shall be reimbursed by the HOA, resulting in no impact to the County or CSA 25 budget.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
If approved, the recommended action supports the Board of Supervisors Public Safety Strategic Initiative. Installation of security cameras will provide for increased security in the CSA 25 community.
