RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.      Approve and authorize the Director of Health to sign Amendment No. 1 to Mental Health Services Agreement No. A-12729 with The Village Project, Inc. (TVP) to extend the term by one year through June 30, 2016 for the provision of mental health outreach and counseling services for an increased amount of $370,492 in Fiscal Year 2015-16 for a total Agreement amount not to exceed $726,736; and
b.      Authorize the Director of Health to approve up to three future amendments to this Agreement where the amendments do not exceed ten percent (10%) of the original contract amount and do not significantly change the scope of work.
 
SUMMARY/DISCUSSION:
 
Since Fiscal Year 2008-09, the Monterey County Health Department, Behavioral Health Bureau, has contracted with The Village Project, Inc. (TVP) for the provision of mental health outreach and counseling services for Monterey County African-Americans and other unserved / underserved racial and ethnic group members and their families.  TVP works in collaboration with other community-based organizations providing mental health services to ensure that services are culturally competent.  Referrals are made through the community, faith-based organizations, schools, and Behavioral Health Bureau's Forensic Team.  This Amended Agreement to extend the services outlined in Agreement A-12729 will assure continuation of these programs for one additional fiscal year.
 
This Agreement contains the County's standard 30-day "no cause" provision (Section IV, B) and an additional defunding provision (Section IV, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.
 
This work supports the following Monterey County Health Department 2011-2015 strategic plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.
 
OTHER AGENCY INVOLVEMENT:
County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions.  This Agreement is on file with Clerk of the Board.
 
FINANCING:
This Agreement is funded by Mental Health Services Act funds (88.5% or $327,972) and AB 109 funds (11.5% or $42,520).  The funds for this Agreement ($370,492) are included in the Health Department's Behavioral Health (HEA012, Unit 8410) Fiscal Year 2015-16 Recommended Budget.
