RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and authorize the Assistant County Administrative Officer or his designee to execute standard funding agreements and future amendments that do not significantly change the scope of work subject to review and approval of County Counsel. for the two designated Homeless Emergency Aid Program (HEAP) county projects funding programs from the Monterey/San Benito Counties Continuum of Care (CoC)/Coalition of Homeless Services Providers (CHSP) on behalf of the County of Monterey through June 30, 2021:

b.                     Accept HEAP funding awarded by the CoC/CHSP in the amount of $6,018,100 to build a   Regional Homeless Shelter to be located at 855 East Laurel Drive in Salinas, CA; and

SUMMARY/DISCUSSION:

Homeless Emergency Aid Program (HEAP) is a State of California Business, Consumer Services and Housing Agency block grant program authorized by Senate Bill (SB) 850, signed into law by Governor Brown in June 2017. HEAP is designed to provide immediate and direct assistance to those impacted by the homeless crisis in Monterey and San Benito Counties. The HEAP statute mandates that 50 percent of the awarded funds must be contractually obligated by January 1, 2020. Additionally, 100 percent of the funds must be expended by June 30, 2021.

 

On May 29th, 2019, the Leadership Council, which serves as the Continuum of Care (CoC) Board for the Salinas/Monterey and San Benito County CoC, CA-506, ranked and reviewed applications for the HEAP grant funding. The County of Monterey submitted an application on April 1, 2019 to the Monterey/San Benito County CHSP.

 

The application was prepared as a joint effort between the County Departments of Social Services, Resource Management Agency, and Economic Development and Housing and Economic Development Division.

 

The County submitted a HEAP application to construct a permanent, year-round shelter located at 855 East Laurel Drive, Salinas. This will be the largest public shelter in Monterey County that will serve chronically homeless, single men, women and families. The County submitted and was awarded its full HEAP funding request in the amount of $6,018,100. Resource Management Agency will come back to the Board of Supervisors when construction documents are completed for authorization to advertise for bidding.

 

Additionally, the County submitted a HEAP application for the operations and supportive services for the County of Monterey and City of Salinas joint warming shelter located at 111 West Alisal Street, Salinas. The County submitted an application for funding in the amount of $1,000,889 and was awarded its funding in the amount of $395,822.

 

On April 2, 2019, the Board of Supervisors determined these projects to be categorically exempt from CEQA pursuant to CEQA Guidelines sections 15301, 15303, 15327, and 15322.

 

OTHER AGENCY INVOLVEMENT:

County Counsel will continue to approve each standard agreement as to form before the CAO’s office signs and returns the agreement to the CoC/CHSP. Housing and Economic Development under the CAO’s office, the Department of Social Services and the Resource Management Agency, will continue to collaborate in executing the scope of work and services that were awarded under the HEAP grant as well as engagement with the City of Salinas under the terms of the Memorandum of Understanding executed in the fall of 2017, detailing the partnership in shelter funding and construction.

 

FINANCING:

Appropriations and estimated revenues have not been built into FY 2019-20 Budget. Because this funding spans two fiscal years, both the Department of Social Services and the Resource Management Agency will come back to the Board of Supervisors once plans are more formalized to determine the necessary appropriations needed for these two HEAP agreements in the FY 2019-20 Adopted Budget and will budget the remaining balance into the upcoming FY 2020-21 Budget.

outcomes to individuals and families experiencing homelessness.
