RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.      Approve and authorize the Director of Health to sign an Agreement with Bayfront Youth & Family Services, for the provision of mental health services effective  February 1, 2014 through June 30, 2016, for a total amount not to exceed $461,521; and
b.      Authorize the Director of Health, to sign up to three future amendments to this Agreement where the amendments do not exceed ten percent (10%) of the original contract amount and do not significantly change the scope of work.
 
SUMMARY/DISCUSSION:
Bayfront Youth & Family Services will provide mental health services to Monterey County youth in accordance with the client's individual education plan and other identified needs. Services will include day treatment intensive, medication support, and therapeutic behavioral services as required by the treatment plan. The goal of the program is to reduce inappropriate behavioral and/or psychiatric symptoms to a level of care whereby the youth can return home or move to a lower level of care.
 
This Agreement will begin February 1, 2014, due to a youth being placed at Bayfront Youth & Family Services as an emergency placement.  Due to the need for emergency placements it is beneficial to add additional capacity at facilities; this will help meet the demand for future placements.  Emergency placements are conducted when current contracted providers are not able to provide the specialized mental health needs of the youth.
 
This work supports the Monterey County Health Department 2011-2015 Strategic Plan initiative to ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one or more of the ten essential public health services, specifically:  Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.
 
OTHER AGENCY INVOLVEMENT:
County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.  Agreement is on file with the clerk of the Board  
 
FINANCING:
This Agreement is funded by Early Periodic Screening, Diagnosis, and Treatment (25%), Federal Financial Participation (30%), Realignment (5%), and Special Education Local Plan Area (SELPA) (40%) funds that pay for children who are placed through the Individual Education Plan (IEP).  The amount of this Agreement is $79,573 for FY 2013-14, $190,974 for FY 2014-15, and is $190,974 for FY 2015-16 for a total amount not to exceed $461,521.  The funds for this Agreement are included in the Health Department's Behavioral Health Bureau (HEA012, Unit 8410) Adopted Budget for Fiscal Year 2013-14.
