Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director or designee of the Department of Social Services to sign Amendment No. 1 to Agreement A-16340 with Action Council of Monterey County, Inc. to add support in obtaining guardianship for kin, adding $179,838 for a new contract total of $1,911,010 with no change to the contract term; and

b. Authorize the Director or designee of the Department of Social Services to sign up to three (3) future amendments to this amended Agreement where the total amendments do not exceed 10% ($191,101) of the amended contract amount, do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $2,102,111.

 

SUMMARY/DISCUSSION:

This Agreement supports Pathways to Safety toward its best practice work to keep families safe and minimize recurrence of referrals. For all of the families referred to Pathway to Safety the program will provide Information and Referral or Case Management that includes community provider’s linkage based on assessed needs and willingness of the family to participate. This now includes the support in obtaining guardianship for kin families. This is a two-year agreement, with the term ending June 30, 2025.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel has reviewed and approved the Agreements as to form, as has the Auditor-Controller’s Office as to financial provisions.

 

FINANCING:

This Agreement is funded with Social Services Realignment funds.  Sufficient appropriations for Social Services Fund 001-5010-SOC005 are included in the FY 2024-25 Adopted Budget.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This Agreement correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by allowing the Department to improve the quality of life for children, in preventing child abuse and neglect. This Agreement is expanding the Department’s ability to directly reach communities in collaboration to provide early and meaningful supports and interventions for families.
