a. Approve and authorize the Director of the Department of Social Services to sign Amendment #2 to the agreement with Bay Area Community Services (BACS) to operate the Salinas Housing Advancement, Resource and Education (SHARE) Center, extending the term through June 30, 2022 and adding $1,012,890 for a total contract amount of $1,455,338; and
b. Authorize the Director of the Department of Social Services to sign up to three (3) additional amendments to this agreement where the total amendments do not exceed 10% ($145,533) of the contract amount, and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services to sign Amendment #2 to the agreement with Bay Area Community Services (BACS) to operate the Salinas Housing Advancement, Resource and Education (SHARE) Center, extending the term through June 30, 2022 and adding $1,012,890 for a total contract amount of $1,455,338; and
b. Authorize the Director of the Department of Social Services to sign up to three (3) additional amendments to this agreement where the total amendments do not exceed 10% ($145,533) of the contract amount, and do not significantly change the scope of work.
SUMMARY/DISCUSSION:
This amendment allows for the continued operation of the regional emergency shelter and housing navigation center for families and individuals experiencing homelessness.
The Salinas Housing Advancement, Resource & Education (SHARE) Center, located at Laurel Drive, Salinas opened on May 28, 2021. The Center will serve up to 100 City and County residents experiencing homelessness and will provide services in a housing navigation center model, including emergency shelter and wraparound services with a Housing First approach. Data detailing service activities, occupancy, and outcomes will be captured daily through the Homeless Management Information System (HMIS). The goal for SHARE Center residents is to exit into permanent housing.
OTHER AGENCY INVOLVEMENT:
The County continues to work collaboratively with the City of Salinas per the existing Memorandum of Understanding and their separate operational agreement with Bay Area Community Services. Public Works, Facilities, and Parks worked collaboratively with Social Services on the occupancy terms of the Agreement. The Auditor Controller and Purchasing have reviewed and approved this agreement. County Counsel has approved the agreement as to form.
FINANCING:
This agreement is funded through Homeless Housing, Assistance and Prevention program Round 1 ($442,448) and Round 2 ($1,012,890) allocations. Sufficient appropriations and estimated revenues in SOC004 are included in the FY 2021-22 Adopted Budget.
This venture is a partnership with the City of Salinas where both parties will use multiple funding streams to support the operational agreement. Both the City and County will have separate agreements with BACS and will share in the costs from April 27, 2021 through June 30, 2022 using various funding streams.
The total cost for the City and County partnership SHARE Center operations for May 2021 through
June 30, 2022 is estimated at $3,067,044. Funding sources from the City of Salinas include State and Federal Emergency Solutions Grant funds, City of Salinas Measure G city tax funds and City General Funds.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This agreement correlates to the Public Safety, Health & Human Services, and Administration Strategic Initiatives adopted by the Board of Supervisors by promoting access to safe shelter and housing navigation services to reduce risk for physical and mental health issues and other chronic illness to those individuals experiencing homelessness and allows the County to work collaboratively with the City of Salinas in this shared operation.
