RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Director of Health Services or designee to execute Amendment No. 1 to Mental Health Services Agreement A-15880 between the County of Monterey and EVALCORP for the provisions of evaluation services retroactive to July 1, 2023 in the amount of $368,500 for FY 2022-23, and $678,500 for FY 2023-24, and $678,500 for FY 2024-25, and $678,500 for FY 25-26, for a new total Agreement amount not to exceed $2,404,000 for a term of July 1, 2022 through June 30, 2026.

 

SUMMARY:
The State has entrusted the Health Department Behavioral Health Bureau ("Behavioral Health") with the responsibility of conducting comprehensive evaluations to assess the Mental Health Service Act (MHSA) funded strategies/projects' implantations and resulting impacts. This includes issuing a report of findings to the State Department of Health Care Services on an annual basis. The evaluation for the MHSA programs, which requires an infrastructure, including data collection tools and processes, to capture evaluation data aligned with state requirements and county-specific needs, is a testament to our department's expertise and commitment to the MHSA programs. An analysis of the data and summary of findings are necessary for a variety of annual and multi-year reports for the MHSA funding components classified as Community Services and Supports (CSS), Innovations (INN), and Prevention and Early Intervention (PEI).

The proposed Amendment No. 1 to Standard Agreement A-15880 is not just a step, but a significant leap in our efforts to secure funding for the creation of data collection tools, evaluations, and reporting services. This amendment, which also includes enhancing the Annual Community Program Planning Process (CPPP) by the experienced evaluation professionals, EVALCORP, is crucial for ensuring compliance with current MHSA Regulations and the developing legislative changes created by Proposition 1. These measures, proposed to be implemented from July 1, 2023, through June 30, 2026, will have a profound impact on the effectiveness and efficiency of our MHSA programs.

This agreement has been delayed in being brought before your Board due to several factors, including lengthy contract negotiations, development of evaluation plans, and workload issues related to preparation for MHSA reform (Proposition 1).

This work supports one of the County of Monterey Health Department’s 2018-2024 Strategic Plan Goal(s): 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports three of the ten essential public health services: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable. 9) Evaluate effectiveness, accessibility, and quality of personal and population-based health services. 10) Research for new insights and innovative solutions to health problems.

OTHER AGENCY INVOLVEMENT:

County Counsel has reviewed and approved this Agreement as to legal form. County Auditor-Controller has reviewed and approved this Agreement as to fiscal provisions.

 

FINANCING:

This Agreement is funded by Mental Health Service Act (100%) The funds for this Agreement are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year (FY) 2023-24 Adopted Budget. The funds for this Agreement for FY 2024-25 and FY 2025-26 will be included in the respective Health Department’s Behavioral Health (HEA012, Unit 8410) FY 2024-25 Recommended Budget and FY 2025-26 Requested Budget.
