Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of Health or the Assistant Director of Health to sign an Agreement of Employment with Benjamin Reyes Mandac, M.D. in the amount of $111,750, who is licensed to practice medicine in the State of California and is qualified to render and perform medical consultant services to the California Children’s Services program under the direction and designation of the Employer, on an “at-will” basis, in the Public Health Bureau for the term June 21, 2022 through April 21, 2023; and

b. Approve and authorize the Director of Health or the Assistant Director of Health to sign up to three (3) future amendments to this Agreement where the amendments do not significantly change the scope of work and do not cause an increase of more than ten percent (10%) ($11,175) of the original contract amount.

 

SUMMARY/DISCUSSION:

The Monterey County Health Department, Public Health Bureau, California Children’s Services (CCS) program provides diagnostic and treatment services, medical case management, and physical and occupational therapy services to children under age 21 with CCS-eligible medical conditions. Examples of CCS-eligible conditions include, but are not limited to, chronic medical conditions such as cystic fibrosis, hemophilia, cerebral palsy, heart disease, cancer, traumatic injuries, and infectious diseases producing major sequelae. CCS also provides medical therapy services at local public schools. Health and Safety Code, Section 123800 et seq. is the enabling statute for the CCS program.

 

The California Children’s Services Medical Consultant services as a member of the CCS team of public health professionals dedicated to assuring the highest quality medical care for the children of Monterey County with special medical needs. The Medical Consultant determines medical eligibility for the program and, in some cases, determines benefit eligibility. State CCS Regulations and Numbered Letters provide the framework for local CCS program eligibility determinations and require medical interpretation for consistent decision making. The Medical Consultant participates in state and regional CCS working groups to ensure consistent application of State guidance across the state. The Medical Consultant is also a member of the CCS Medical Therapy Program, whose clinics are MediCal Certified Outpatient Rehabilitation Centers that provide medically necessary physical and occupational therapy to CCS clients. As such, the Medical Consultant participates in required utilization review and performs yearly annual review and medical eligibility determinations.

 

This work supports Monterey County Health Department 2018-2022 Strategic Plan Goal:  3. Ensure access to culturally & linguistically appropriate, customer-friendly, quality health services. It also supports the following of the ten essential public health services, specifically: 8. Assure competent public and personal heath care workforce.

 

OTHER AGENCY INVOLVEMENT:

The office of the County Counsel has reviewed and approved to legal form. The Auditor-Controller has reviewed and approved as to fiscal provisions.

 

FINANCING:

This Agreement is funded by the California Children’s Services (CCS) grant.  Appropriations for this Agreement are included in the Health Department’s (HEA004-8121) FY 2021-22 Adopted Budget and will be included in its FY 2022-23 Requested Budget.
