RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Contracts/Purchasing Officer or designee to execute a non-Standard Agreement for vessel repairs, maintenance, or replacement services of all components for Public Works, Facilities and Parks vessels, with Mark Van Wagner, dba The Boat Doc with a term of March 1, 2024 through February 28, 2029, with a not to exceed sum of $200,000.

b. Approve and authorize the Contracts/Purchasing Officer or designee to execute up to three future amendments to the Agreement where the total of each amendment does not exceed 10% or $20,000 of the Agreement amount and does not significantly change the scope of work, subject to County Counsel approval, with a not to exceed aggregate total of $260,000.

SUMMARY/DISCUSSION:

Mark Van Wagner dba The Boat Doc (The Boat Doc) has been providing vessel repair services in Paso Robles and San Luis Obispo County for over 15 years. The Boat Doc has the qualification to repair and install various boat engines, reupholster vessels, and repair or replace any components needed for proper vessel operation.

 

The County of Monterey (County) owns rental vessels at Lake Nacimiento which require full rebuilds. The immediate need is to rebuild four pontoon boats which require motor repairs as well as upholstery, electrical and fiberglass/metal repairs. After speaking with three different repair shops, The Boat Doc was the only service provider who could complete the work prior to the start of the 2024 summer season. A Sole Source Request was submitted and approved by the Contracts/Purchasing Officer on November 30, 2023.

 

The Boat Doc will complete all repairs at The Boat Doc facility; and will not be coming on County property. As such, the Boat Doc requested the removal of the required Automobile Professional Liability Insurance.

 

Staff requests the Board of Supervisors approve and authorize the Contracts/Purchasing Officer or designee to execute the proposed non-Standard Agreement for vessel repairs, maintenance or replacement services of all components for Public Works, Facilities and Parks vessels, with Mark Van Wagner, dba The Boat Doc with a term of March 1, 2024 through February 28, 2029 with a not to exceed sum of $200,000; up to three future amendments to the Agreement where the total of each amendment does not exceed 10% or $20,000 of the Agreement amount and does not significantly change the scope of work, subject to County Counsel approval, with a not to exceed aggregate total of $260,000; and non-standard insurance provisions (Attachment A).

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel, Risk Management, and Auditor-Controller’s Office reviewed and approved the proposed Agreement as to form and fiscal provisions, respectively.

 

FINANCING:

The cost of the contracted services provided by The Boat Doc is not to exceed the aggregate total of $260,000 for the duration of the Agreement. There are sufficient appropriations in the adopted Fiscal Year 2023-2024 budget for Lake Nacimiento Fund 452, Appropriation Unit PFP060 for the repair of the four vessels. Future budget requests will include sufficient appropriations for subsequent Agreement term years.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The recommended action supports the Board of Supervisors Strategic Initiative for Economic Development and Public Safety. The repairs will bring the vessels into working condition, which can then be returned to the rental fleet for the 2024 season to start generating revenue, which will sustain the park facility and promote economic development by attracting visitor dollars that will stimulate the local economy.
