SUMMARY/DISCUSSION:

On February 15, 2011 the County of Monterey entered into the Monterey County Regional Taxi Authority (MCRTA) Joint Powers Agreement (JPA) No. A-11929 (Attachment 1). Member agencies included the County, Monterey-Salinas Transit, Monterey Regional Airport District, and the cities of Carmel-by-the-Sea, Del Rey Oaks, Monterey, Pacific Grove, Salinas, Sand City, and Seaside.

When the MCRTA was originally formed, the City of Marina chose not to join the JPA and managed their taxi service independently.  This caused confusion among taxi customers, such as disabled individuals attempting to use MST’s taxi vouchers in its leased wheelchair accessible taxicabs.

On June 24, 2015 the Marina City Council sent a formal request to join the MCRTA and has adopted the ordinance required of MCRTA member jurisdictions to enable standardized administration and enforcement of taxi regulations in the city. On July 27, 2015 MCRTA Board of Directors approved the inclusion of the City of Marina to the MCRTA JPA.

County staff is recommending the approval of Addendum 2 to the JPA to include the City of Marina as a party to the Agreement.  The City of Marina will pay to the MCRTA $1,875 in initial start-up fees plus an additional $8,723 in supplemental start-up fees assessed to cover additional start-up costs incurred by the MCRTA before permit revenue began to be generated to cover expenses of the agency.

OTHER AGENCY INVOLVEMENT:

Each member agency of the MCRTA JPA has been requested to sign Addendum 2 to incorporate the City of Marina’s to the JPA.

FINANCING:

The recommended actions will have no impact to the General or Road Funds.  The The MCRTA was established as a cost recovery agency with administrative costs recouped through annual fees collected from taxi companies and drivers.  No party to the JPA are required to contribute any amounts to cover administrative costs unless by unanimous vote of by all parties (Attachment 1, Page 5, Section 4. Administrative Costs).
