Title: a. RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.      Authorize the Resource Management Agency, CAO's office, and the Agricultural Commissioner to submit a grant application to the Monterey Bay Unified Air Pollution Control District for the FY 15 AB2766 Grant Program, on behalf of the County of Monterey, up to the maximum amount of $200,000 each, for the purchase of up to five (5) electric vehicles; and
b.      Authorize the above-named entities to complete the grant application(s), execute the application forms and other documents required to apply for the grant.
 
SUMMARY:
Each year the MBUAPCD provides funding through its AB2766 Motor Vehicle Emission Reduction Grant Program to local jurisdictions for projects that will reduce vehicle emissions.  The various County departments named above will prepare individual grant applications (rather than one County application per APCD's direction this FY) for the following:
 
*2 Electric Vehicles for RMA
*2 Electric Vehicles for the CAO's office
*1 Electric Vehicle for the Agricultural Commissioner's Office
 
These vehicles will replace an equal number of gas-powered vehicles that would be removed from the County fleet.
 
DISCUSSION:
On March 19, 2014, the District Board authorized this year's AB2766 Motor Vehicle Emission
Reduction Grant Program. On September 17, 2014, the Board will award approximately $1.4
million to selected projects. The current maximum project award is $200,000. Only public agencies may apply for this program, which is administered in Monterey, San Benito, and Santa Cruz Counties.  We request authorization to apply for these grant funds in an effort to comply with General Plan policy OS-10.15, which states that:
 
"Potential elements of the County Operations GHG Reduction Plan shall include, but are not limited to, the following measures: …conversion of fleets (as feasible) to…Electric vehicles."
 
If funded, these awards will assist with meeting the intent and goals of this adopted policy.  Applications are due at the District's Office by 4:45 PM on June 27, 2014.  Among other requirements, the application requires a cover letter with the signature of the person with signatory authority in representing the applicant agency.  If the MBUAPCD awards the AB2766 grant to any of the County departments that are applying, staff will return to the Board to request acceptance of the grant and highlight any significant conditions attached to the award.  For informational purposes, the grant application packet is included as an attachment.
 
OTHER AGENCY INVOLVEMENT:
None.
 
FINANCING:
AB 2766 grants are reimbursement grants payable to Grantees for expenses incurred in accordance with signed grant Agreements.  If the grant is awarded, it could fully fund the purchase of up to 5 EVs.  Administration of the grant and project management of the proposed project would be undertaken by individual departments if/when they are awarded grant funds.
