RECOMMENDATION:
It is recommended that the Board of Supervisors:
Authorize the Monterey County Resource Management Agency to pay Coastal Conservation and Research, Inc., in the amount of $12,403.05 which represents the County's share of the cost of preparing an application for funding under the Integrated Regional Water Management Plan Program.
 
SUMMARY:
On February 26, 2013 the Board of Supervisors adopted the Greater Monterey County Integrated Regional Water Management Plan (IRWMP) which is a prerequisite for obtaining grant funding through Proposition 84. The IRWMP planning effort is lead by a working group called the Greater Monterey County Water Management Group (GMCWMG) which includes government agencies, including Monterey County, nonprofit organizations, educational organizations, water service districts, and private water companies.  A comprehensive funding application was subsequently prepared and submitted to the State.  As part of this collaborative effort, the participating jurisdictions share in the cost of preparing the funding application.  The County's share is $12,403.05.  Specific authorization from the Board of Supervisors is required to pay this contribution.      
 
DISCUSSION:
County staff from the Resource Management Agency (RMA), the Agricultural Commissioner's Office, and the Monterey County Water Resources Agency (MCWRA) are extensively involved in the planning efforts related to the development of the IRWMP and related funding applications.  This year's grant proposal included the “San Lucas Water District Public Water Supply Replacement Project” which was identified as a priority project in the application.  On October 2, 2012 the Board authorized the RMA Director to pursue grant applications to assist the San Lucas County Water District in the effort to address the existing water supply crises in that community.  On February 26, 2013 the Board adopted the Greater Monterey County IRWMP.  The Board report for that item indicated that the County's share of the application preparation costs was estimated to be $13,366.   
 
The funding application was completed by Coastal Conservation and Research, Inc., acting as the lead applicant and grant preparer for the IRWMP.  An invoice in the amount of $12,403.05 for the County's share of the application preparation costs has been submitted by Coastal Conservation and Research, Inc. and verified by the IRWMP Coordinator (Attachment A).  The Contracts/ Purchasing Office and the County Auditor-Controller's Office determined that the prior Board actions related to this work was not sufficient to authorize payment of the invoice.  Therefore, the RMA is requesting specific Board authorization to make the payment.       
 
OTHER AGENCY INVOLVEMENT:
The County is an active participant in the Greater Monterey County IRWMP development and related funding application process.  The IRWMP contracted with Coastal Conservation & Research, Inc. to serve as the lead applicant and prepare the funding application on behalf of the participating jurisdictions in the IRWMP.    
 
FINANCING:
The cost of the application preparation is being shared among grant applicant partners.  The RMA share of proposal preparation costs is $12,403.05.  Sufficient funds and appropriations exist in the RMA Admin Unit 001-3000-8222-RMA013 FY 2012-13 Adopted Budget to pay this invoice.
