Adopt a resolution to:

a.  Approve revised proposed COVID-19 Memorial design concept to be further developed; and

b.  Authorize and direct Public Works, Facilities and Parks (PWFP) staff to return in FY23 to request any budget surplus, up to $50,000, from District 1, Fund 001, Appropriations Unit BOA001, Unit 8013, upon the Budget Office FY22 year-end report is completed to be used for the construction of the COVID-19 Memorial project.

RECOMMENDATION:

It is recommended that the Board of Supervisors adopt a resolution to: and

a.  Approve revised proposed COVID-19 Memorial design concept to be further developed;

b.  Authorize and direct Public Works, Facilities and Parks (PWFP) staff to return in FY23 to request any budget surplus, up to $50,000, from District 1, Fund 001, Appropriations Unit BOA001, Unit 8013, upon the Budget Office FY22 year-end report is completed to be used for the construction of the COVID-19 Memorial project.

 

SUMMARY/DISCUSSION:

On March 2, 2021, the Department of Public Works, Facilities and Parks (PWFP) received Board Referral No. 2021.05 to create a permanent memorial honoring the COVID-19 victims of Monterey County (hereafter, “Memorial Project” or “Project”) at the Monterey County Government Center Campus at 168 West Alisal Street, Salinas (Government Center).  At the March 22, 2022 Board of Supervisors (Board) meeting, Staff presented the efforts to date, including preliminary proposed locations and design concepts for the Board’s consideration.

 

As directed by the Board, Staff revised Concept B - Transparent Color Wall (Attachment A) to fit the preferred location between the County Administration Building and the North Wing Courthouse (where the announcement boards are located) and lower Project costs by reducing the size of the structure.  The Project timeline is anticipated to be 12 months, which includes design, community engagement, bidding, and construction.  The estimated Project cost is $250,000, depending on final design.  Estimated expenditures to date are $14,502.75, fund by the CIP Admin appropriation, Fund 402.

 

As directed by the Board, Staff has reached out to potential partners to fund the project and has engaged community partners for fundraising efforts.  In addition, Supervisor Luis Alejo has requested appropriations transfer of up to $50,000 from the District 1 Supervisorial District Office FY22 budget with the intent of contributing towards Project construction costs in FY23.

 

Staff is proceeding with design development and will return to the Board for final design approval with a recommended funding source from the Budget Committee.  Once the proposed final design has been completed, Staff will return this item to the Board for consideration and approval of the completed Memorial Project plans and specifications, and authorization to advertise for construction.

 

OTHER AGENCY INVOLVEMENT:

Staff has worked with the County Administrative Office (CAO) - Budget and Analysis Division to identify potential funding sources for this Project.

 

FINANCING:

Staff will return to the Board of Supervisors with the recommended funding source for the total estimated project costs up to $250,000 from the Budget Committee in order to proceed with design and construction.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This recommendation supports the Board of Supervisors’ Administration and Infrastructure Strategic Initiatives.  Fostering a spirit of cooperation with the local community by engagement and providing this COVID-19 Memorial reflects well on local government, while enhancing pride in the local community by honoring its members.  This Memorial Project will provide a space for quiet contemplation for those families and loved ones directly impacted by loss, and the community overall to reflect and instill hope for the future.
