RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and Authorize the Director of Health or Assistant Director of Health to execute a Standard Agreement with Monterey Bay Analytical Services, Inc. in the amount of $45,000, for the retroactive period from April 1, 2020 through August 31, 2023 to continue the provision of environmental laboratory testing/analysis.

 

SUMMARY/DISCUSSION:

The Monterey County Health Department’s Public Health Laboratory (PH Lab) provides environmental testing to support the programs of the Health Department as well as hospitals, clinics, health care providers, private businesses, citizens, local, state, and federal authorities. The Public Health and Environmental Health Laboratories were established under the authority of section 101150 of the Health and Safety Code. The laboratory is certified by the California State Department of Health (DHS #0904) and the Federal Centers for Medicare and Medicaid Services (CLIA #050643583). It also operates a co-located State Certified Environmental Laboratory for testing environmental samples and food for disease causing organisms and toxic chemicals. The start date of this Agreement is retroactive to April 1, 2020 due to the length of time it took to negotiate with the vendor the additional terms needed for this Agreement.

 

This work supports the MCHD 2018-2022 Strategic Plan Goal: 1. Empower the community to improve health; Goal 2. Enhance public health and safety through prevention; and Goal 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  Additionally, this work supports three of the ten essential public health services: 3.  Inform, educate, and empower people about health issues; 7. Link people to needed personal health services and assure the provision of health care when otherwise unavailable; and 8. Assure competent public and personal health care workforce.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel has reviewed and approved this Agreement as to legal form. 

 

FINANCING:

There are sufficient appropriations included in the Health Department's (HEA003-8124) Adopted Budget for Fiscal Year 2020-21 for this Agreement.
