Approve and authorize the Director of the Department of Emergency Management or designee to execute Renewal and Amendment No. 1 to the Nonstandard Agreement with Everbridge, Inc. to continue to provide Alert and Warning Emergency Notification System, to extend the expiration date for six (6) additional months to April 7, 2024, retroactively effective October 8, 2023, for a revised term from October 8, 2022, to April 7, 2024, and to increase the not-to-exceed amount by $35,234 for a total not-to-exceed of $129,870.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of the Department of Emergency Management or designee to execute Renewal and Amendment No. 1 to the Nonstandard Agreement with Everbridge, Inc. to continue to provide Alert and Warning Emergency Notification System, to extend the expiration date for six (6) additional months to April 7, 2024, retroactively effective October 8, 2023, for a revised term from October 8, 2022, to April 7, 2024, and to increase the not-to-exceed amount by $35,234 for a total not-to-exceed of $129,870.
SUMMARY/DISCUSSION:
The Department of Emergency Management (DEM) currently maintains an agreement with Everbridge, Inc. to provide the public alert and notification system, including mass notification alerting and messaging software, used for emergency alerting and notifications to the residents of the County of Monterey. Current stakeholders that utilize this public alert and notification system include DEM, the Emergency Communications Department (ECD), other County departments, Cities in the County of Monterey, and California State University, Monterey Bay (CSUMB).
Due to an increase in rates by Everbridge, Inc., the County of Monterey and DEM have elected to transition the public alert and notification system to a new vendor, Genasys. During this transitional period, effective and appropriate testing of the Genasys system is needed prior to full implementation. In order to maintain the public alert and notification system for the County of Monterey and allow for adequate testing time for the Genasys system, DEM and Everbridge, Inc. mutually desire to reinstate the Agreement, retroactive to October 8, 2023, and extend the expiration date for six (6) additional months to April 7, 2024.
OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed and approved as to form. The Auditor-Controller has reviewed and approved as to fiscal provisions. The Risk Manager has reviewed and approved as to County risk.
FINANCING:
The cost for this Agreement will be absorbed by the Department of Emergency Management Emergency Operation Center (DEM001, Unit 8589) FY 2023-24 Adopted Budget.
