RECOMMENDATION:
It is recommended that the County of Monterey Board of Supervisors:
a. Approve and authorize the Director of Health Services or designee to execute a three-year Facility Use Agreement for the term upon execution to September 30, 2026, with The Parenting Connection of Monterey County to use designated facility space at the Women, Infants & Children (WIC) offices located in the cities of Salinas and Soledad, to provide family health and wellness workshops at no cost to WIC participants; and
b. Approve and authorize the Director of Health Services or designee to sign up to three (3) future amendments to this Agreement where the amendments do not significantly change the scope of work and there is no exchange of funds.
SUMMARY DISCUSSION:
The purpose of this agreement is to provide family wellness workshops for Monterey County residents. The Parenting Connection of Monterey County (PC) workshops help support, connect, and engage families in learning about infant and child developmental milestones, maternal mental health, and postpartum wellness and resources available in the community. The California Department of Public Health, Maternal Mental Health website states that 1 in 3 pregnant mothers experiences significant anxiety or depression symptoms during or after pregnancy. These family wellness workshops will provide resources, guidance and support to our Women, Infants & Children (WIC) program eligible population. Access to family wellness workshops will help ensure WIC participants benefit from additional services in the community. PC will provide weekly workshops on Mondays at the 632 East Alisal Street, Salinas office and on Thursdays at the 355 Gabilan Drive, Soledad Office. Families will voluntarily register directly with PC to attend the workshops.
This work supports the Monterey County Health Department 2018-2022 Strategic Plan Goals:
1. Empower the community to improve health; 2. Enhance community health and safety through prevention; and 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports three of the ten essential public health services, specifically: 3. Communicate effectively to inform and educate people about health, factors that influence it, and how to improve it; 4. Strengthen, support, and mobilize communities and partnerships to improve health; and 7. Assure an effective system that enables equitable access to the individual services and care needed to be healthy.
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel has reviewed and approved this Agreement as to legal form. Auditor-Controller has reviewed and approved this Agreement as to fiscal provisions.
FINANCING:
There are no fiscal provisions included as part of this Agreement. There is no exchange of funds.
