RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Military and Veterans Affairs Officer or their designee to execute a zero-cost month-to-month Lease, effective the date of Board of Supervisors’ approval, with California Central Coast Veterans Cemetery Foundation (2276651), Disabled American Veterans, General Joseph W. Stillwell Chapter 85 (3569284), Military Officers Association of America - Monterey County Chapter, Inc. (4107474), Monterey Bay Chapter 55, The Retired Enlisted Association (1667433), Monterey Bay Veterans (1802296), and The United Veterans Council of Monterey County (1132313) (Lessor), for approximately 13,300 square feet of space at 2620 1st Ave, Marina, California to establish a Veterans One Stop; and

b. Authorize the Military and Veterans Affairs Officer or their designee to sign up to three (3) future amendments to this Agreement where the total amendments do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

Each day, the Military and Veterans Affairs Office (MVAO) provides a wide range of services to the Veteran community and their families. MVAO hosts weekly resource walk-ins where Veterans and their families can obtain different benefits from the Department of Veterans Affairs (VA), Monterey Salinas Transit (MST), and other community organizations. MVAO’s location at 2620 1st Avenue was envisioned as a “Veterans Memorial Building” at its inception. MVAO has been a long-time partner of the above local Veterans Serving Organizations (VSOs) to best serve the Veteran community of Monterey County. Currently the MVAO and the above VSOs routinely meet, assist Veterans, and refer Veteran clients to each other for various purposes of treatment, benefits, and general assistance.

 

Approval of this Lease Agreement will establish a County Veterans One Stop where the various needs of the Veteran community can be met in one location on a more consistent and permanent basis (subject to terms on the lease agreement).  

 

OTHER AGENCY INVOLVEMENT:

Public Works, Facilities and Parks assisted in the development of the month-to-month Lease. The Military and Veterans Affairs Advisory Commission and The Veterans Issues Advisor Committee agree with this recommendation. Contract Purchasing has reviewed the Agreement.  Risk Management and the Auditor-Controller have reviewed and approved the Agreement.  County Counsel has approved the Agreement as to form.

 

FINANCING:

The month-to-month lease is providing free space to the veteran organizations at no cost to establish a County Veterans One Stop. There is no financial impact to the County General Fund.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This agreement correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by improving health and quality of life through County supported policies, programs, and services, promoting access to equitable opportunities for healthy choices and healthy environments in collaboration with communities.
