RECOMMENDATION:
It is recommended that the Board of Supervisors acting on behalf of County Service Area No. 1 - Carmel Point:
 
a. Approve an increase in appropriations of $20,000 in the FY 2014-15 Adopted Budget for Resource Management Agency County Service Area 1 - Carmel Point Fund 051-3000-8198-6613-RMA047 and the use of $20,000 from Uncommitted Fund Balance to fund a peer review of a professional study regarding the Lower Carmel River. (4/5th vote required); and
 
b. SUMMARY/DISCUSSION:
Resource Management Agency - Public Works staff, on behalf of County Service Area No. 1 - Carmel Point (CSA 1), meets with the Advisory Committee for CSA 1 on a quarterly basis.
 
The Scenic Road Protection Study (SRPS) is part of a larger program to address the concerns related to the Lower Carmel River (LCR).  The Advisory Committee is currently requesting a peer review of the environmental documents being prepared for the LCR Program.  The proposed budget includes funds for the peer review during the FY 2014-15.
 
OTHER AGENCY INVOLVEMENT:
The CSA 1 Advisory Committee supports this recommendation.  The matter was considered by the Budget Committee on October 29, 2014.
 
FINANCING:
There is no impact to the General Fund.  The costs associated with the peer review study will be financed by the CSA 1 (Carmel Point Fund 051-3000-8198-6613-RMA047).  Appropriating $20,000 from the Unassigned Fund Balance would result in a 9.5% reduction, and a remaining fund balance of $189,226.  The current revenue projections are approximately 58% greater (approximately $10,000 per year) than the annual operating (non-project) expenses.
