a. Approve and authorize the Acting Director of the Department of Social Services to sign a Memorandum of Understanding with San Benito County Health & Human Services Agency where they will reimburse the Monterey County Department of Social Services for up to $10,000 for their use of Monterey County’s CHERISH Receiving Center for the period of July 1, 2019 through June 30, 2022; and
b. Authorize the Director or the Acting Director of the Department of Social Services to sign up to three amendments to this agreement that do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Acting Director of the Department of Social Services to sign a Memorandum of Understanding with San Benito County Health & Human Services Agency where they will reimburse the Monterey County Department of Social Services for up to $10,000 for their use of Monterey County’s CHERISH Receiving Center for the period of July 1, 2019 through June 30, 2022; and
b. Authorize the Director or the Acting Director of the Department of Social Services to sign up to three amendments to this agreement that do not significantly change the scope of work.
SUMMARY/DISCUSSION:
Monterey County Department of Social Services currently operates the CHERISH Receiving Center, a 23-hour receiving center for youth at risk of abuse and/or neglect. This center provides services to reduce the trauma inflicted upon youth who have been removed from their home and provides support through the initial crisis.
Currently, operation of the CHERISH Receiving Center is contracted through Aspiranet, a non-profit family services agency. Through this MOU, the Department of Social Services will allow San Benito County Health & Human Services Agency to place at risk youth in the CHERISH Receiving Center facility.
OTHER AGENCY INVOLVEMENT:
The Auditor-Controller and Purchasing have reviewed and approved this agreement. County Counsel has approved the agreement as to form.
FINANCING:
San Benito County will be responsible for costs related to their use of the CHERISH Receiving Center on an hour-by-hour basis.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This agreement correlates to the Administration and Health & Human Services Strategic Initiatives adopted by the Board of Supervisors by allowing the Department to partner with San Benito County so foster children in San Benito County are provided with a safe temporary place to stay when removed from their homes by child welfare.
